The great Arab historian/philosopher
Ibn Khaldun had a theory of history in which great families ruled for three generations.

By the third generation they had degenerated and a new family would overthrow the corrupt/inept prior dynasty.
We could rename it the Paris Hilton effect to bring things up to date.
