Does anyone know what this might mean for those of us in Germany who own exotic birds?

There was some poultry disease (Exotic Newcastle Disease) that broke out in the US in the 70's, leading to thousands of domesticated parrots being put to death, with very little inquiry into whether the birds were actually infected.  This incident was the main catalyst behind the formation of the American Federation of Aviculture, to fight for the rights of parrots and their owners.
