Jerome has already given the correct duck answer to the debt.  (The PSOE government in Spain put actual debt on the books soon after taking over, because the €6 billion deficit from national television and some others were not recorded.)

On accounting:  Do you mean that current EU governmental accounting is not on the accrual basis???  <brain explodes>.

The snark addresses the "poor" FMs who claim their contracts are not profitable.  If they cannot make a profit, even with their "contingency costs" added to contracts, = they have screwed up their planning, costing and budgeting, so I have no compassion.

The public should be protected from their f-ups.
