If the Anglo-saxon invaders didn't have this frame that every country outside the US is torn by sectarian conflict and the role of "the west" is to manage the sectarian factions, the sectarian factions wouldn't have been empowered.

The false parallel with the occupation of Germany and "debaathification" also played a role, of course, as well as the absolute lack of post-invasion planning and the inability to take control (Baghdad looting) though, seeing that the Oil ministray was indeed protected from looting one would have to conclude it was not inabillity but unwillingness.
