And the only way to do that while avoiding a race to the bottom (by competing with lower taxes or wages) is to have world class education, world class investment climate, world class regulation, world class infrastructure, world class work ethic and world class dead cheap energy.
So industrial policy it is. Peak oil is not an energy crisis. It is a liquid fuel crisis.
