No dictatorship can survive if the public refuses to acquiesce - even the most repressive state can't imprison everyone.

What is the down-side for them to simply exterminate people rather than imprison?

Chile and Argentina (foremost) of the seventies give examples of some genocide of the leftish opposition. For 30 years that was quite effective. But if you check the modern Latin American policies, tides turn back.

If we are talking America, from a chemist/biochemist's point of view, just keep exterminating (like you would cockroaches) until there are NONE left. Just the ultra-rich, a couple hundred thousand in the entire world. Think how the entire Earth would give a sigh of relief. The GREEN DREAM come true.
