If we are talking America, from a chemist/biochemist's point of view, just keep exterminating (like you would cockroaches) until there are NONE left. Just the ultra-rich, a couple hundred thousand in the entire world.  Think how the entire Earth would give a sigh of relief.  The GREEN DREAM come true.
