Perhaps international coordination that left capital only such destinations as Burma or the Central African Republic would help, but what is to be done with capital that is already out of the country?

Why we repatriate it, of course.

This method won't kill the "man-with-suitcase" method of capital flight - but transporting suitcases full of unmarked bills is already illegal under most Western^TM terror laws. And it won't stop people from off-shoring granny's jewelry. But that's a comparatively minor fraction of their assets...
