Given that tramway/subway lines takes decades to design and built, I don't see any significant reduction in demand for transportation in the coming years, when certainly the 10% objective can only be achieved with a reduced overall demand.

The only remaining solution would be a drastic increase in efficiency of the existing transportation system. That doesn't seem to be in the works either.

While I sure am one in the industry, I don't think anyone needed to hear a rambling about military expenditures as an unpriced externality to oil prices. It is true, and we all know it.
