The CEPAL report was released last year December prior to the Venezuelan devaluation. I could have included lots of other updates (and I wanted to include Argentina and Colombia) but I just plain ran out of time.

personally i would love to know more about the costa rica details, i went to the site but my spanish isn't up to it.
