China, for one, has a policy of not meddling in the internal affairs of finance-poor, resource-rich states that is quite similar to the long-standing US policy of not meddling in the internal affairs of Latin American nations if the dictator in place is suitably right-wing.

And, yes, that out of country finance has helped move Sudan from Mad Max to Mad Max 2.
