I rather think that Leveson may opt to avoid making specific conclusions about specific individuals or historical activities, which will let the politicians (who pay Leveson's wages ultimately) off the hook.

He will probably hang his hat on using the generality of the evidence to make recommendations about future regulation of the press. These will be detailed and specific and will be defeated one by one by a combination of press campaign and cowardly politicians.

And the papers will say it won't happen in future and start tapping phones the day after
