Congress has the power to appoint the entirety of the Federal Reserve Board and so the majority of the Federal Open Market Committee ~ but given the way that they have chosen to use that power, its not credible that with the power to directly issue currency rather than the power to select those who direct its issue, they would do anything but pander to the big banks even more than the Federal Reserve Board does.
