This may be a stupid comment, but can't people ride a bike? The traffic laws and such are apparently bad in Portugal, but if nobody drives a car anymore, it shouldn't matter should it?

Depends on a lot of things.  People tend to live quite far from their jobs; if they need to take a train to work, a bike is unlikely to be a reasonable substitute. Even in cities, topography can be a show-stopper.
