Japan is a fair bit further south than most of europe, which helps. It is also very, very densely populated. Anyone got a link to a good translation of the full law? Either this is going to cause people to pave over even more of the island of japan which would be criminal, or it is a rooftop drive, in which case it will never amount to more than a marginal supply, and arguably, the roof footage would be better used for greenery to improve urban microclimates.

The timing makes me suspect that this is largely intended to quiet protests against the restart of the reactors, - And politically, the reactors have to be restarted - Summer heatwaves would kill the grid and/or the elderly without them, and the cost of running the natural gas facilities as much as Japan has been doing lately is eyewatering.
