Actually you could surmise the opposite: the timing of the repeatedly postponed decision on the first reactor re-starts may have been set for the same date to fig-leaf it with the adoption of the feed-in law, the 1 July 2012 start date of which was decided way back: Naoto Kan's cabinet approved it hours before the 11 March 2011 earthquake/tsunami and Japan's parliament on 28 August the same year.
