Given that it's a meetup, with the focus on chat/discussion, not a city tour, I think it's best to make it as easy as possible for the largest number to attend. Given that there are, as Jake said: "lots of Parisian ETers", that access from UK and many other places is relatively easy, and the preferences of those in France like afew and me - I would suggest we stick to Paris.

Also I discovered a restaurant opposite Len's place (so near metros Guy Moquet and Jules Joffrin) which has a lovely inside courtyard and room (with plenty of space unlike the little back room of the last place) part of which we could reserve for one session, and reasonable prices.  

Paris is getting even nicer:
