On 22 February 2014, members of parliament found that the president was unable to fulfill his duties, and they set an election for May 25 to select his replacement.

Whether this is constitutional or not, I don't know. But he certainly is unable to fulfill his duties.

He's about to give a press conference apparently, in an undisclosed location in Russia. Should be fun.
