And not so long ago, telecom owner/operators ("public utilities") charged a fee for each and every use instance, "the phone call." The telecom owner/operator collected tax attributed to services, tangible and intangible, supplied with the call to the end-user, "the rate-payer".

What definition(s) of telecom calls and services has changed that indemnify "ISP" operator, buyer, and seller tax liabilities?
