Ha, yea, but ever since time began, governments have appease those who believe benefits are "something for nothing" by ensuring that any money earned above and beyond your basic entitlement was taxed 100% until you earned enough to get yourself ooff benefits.

And to ensure compliance with declaring small incomes, the punishments for not declaring such incomes were draconian, even before universal benefit was a gleam in the malignant visions of IDS.

People have long argued that it is easier to work yourself out of benefit if you can earn money in part time work. But that would interfere with the tory reflex to inflict harm on the poor, so.....
