"Zero Waste" is another ballot initiative by United Workers (community, not labor union, org) in Baltimore in progress. It started with youth group agitation to shut down the "iconic" incinerator at the port (2018, city council ordinance, state RPS subsidy review and credit allocation) and is engaged to, but not yet married, to the "affordable housing" land trust proposal developing (2016, 2018 referendums).

The city possesses and obscene amount of abandoned RRE and CRE (acreage) which is being gifted, basically, to commercial developers with obscure stipulations.

At the moment, the UW is agitating to secure $20M p.a. funding from RRE sales recordation receipts, scheduled by the (corrupt) city council.

Thanks for this information. Supplemented by knowledge of radical "Trash Talk" from Shanghai, for example, it may be put to good use for the trust's RFPs (RE acquisition, rehab or new construction) forthcoming.
