Justice Minister Sergio Moro wants Brazil to deport "dangerous foreigners." Observers believe that the threat is aimed at the US journalist Glenn Greenwald, whose Intercept has aggressively reported on Moro's conduct.

'The US position'

Under Moro's decree, people denied permission to remain would have to formally object within 48 hours -- rather than the 60 days currently allotted. The decree would also allow for deportations should authorities allege that people may pose a danger to the country. The law would even permit deportations based on intelligence by foreign agencies.

Thiago Amparo, a law professor who works with the FGV education foundation, called Moro's decree problematic in that it "prevents immigrants from making use of their rights." Amparo said Brazil was echoing the "tough anti-immigrant rhetoric" of the regimes in the United States, Poland and Hungary.


A major foe of President Jair Bolsonaro's is the US investigative journalist Glenn Greenwald, whose platform, The Intercept, recently leaked chat conversations that cast a particularly bad light on Moro and the investigators involved in Operation Car Wash, which led to the imprisonment of the wildly popular former president Luiz Inacio Lula da Silva.

The chats published by The Intercept showed Moro, a judge at the time, communicating with officials involved with the dubious prosecution of Lula in a corruption case that eventually led to his being declared ineligible to run for the presidency in 2018. Bolsonaro, who had polled weakly against Lula, eventually won the election in a runoff and installed Moro as his justice minister.

Greenwald reported that the chats were provided by an anonymous source. But over the weekend Bolsonaro and several minsters demanded the journalist be jailed. They allege that Greenwald had orchestrated a hacking operation through which the chat conversations became public. The president has complained that under current laws Greenwald cannot be deported as he has two adopted Brazilian children, and has labeled the journalist a "villain."

Brazil's right-wing President Jair Bolsonaro canceled a meeting this week with French Foreign Minister Jean-Yves Le Drian - getting a haircut instead - amid deepening tensions over climate change policy that could endanger the EU-Mercosur trade accord.

Bolsonaro's spokesman cited an agenda clash, even though the meeting with the French cabinet minister was canceled just one hour before. Bolsonaro went for a haircut at the time of the scheduled meeting with Le Drian on Monday, and broadcast it live on Facebook.

Le Drian is a holdover from the François Hollande presidency.

As one of his last acts, Rosselló put forward veteran politician and lawyer Pedro Pierluisi to fill the vacant secretary of state post, next in line for the governorship under the U.S. territory's constitution.

Pierluisi is a [non-voting  delegate] to the U.S. Congress seen by most ordinary Puerto Ricans as a conciliatory, relatively uncontroversial figure, unlikely to be met by continued street demonstrations.

The Puerto Rican House of Representatives is expected to vote on Pierluisi's confirmation Friday afternoon. ... Some lawmakers said a House vote for Pierluisi would count as confirmation and allow him to assume the governorship. Opponents said he requires Senate approval, too, and they would sue to stop him becoming governor without that.
Another obstacle for Pierluisi is Senate President Thomas Rivera Schatz, who has said he would not vote for Rosselló's nominee and wants to run for governor himself next year. Several legislators have said they prefer Rivera Schatz over Pierluisi, but the Senate leader is a powerful figure deeply associated with Puerto Rico's political and business elite and his elevation to the governorship could re-ignite popular outrage.

The House voted 26-21, with one abstention, to confirm Rosselló's nominee and potential successor. The legislature, which is controlled by Pierluisi's New Progressive Party, erupted into cheers when the deciding vote was cast. But Pierluisi's fate remains unclear.  ... However, the issue of who is rightfully governor is almost certain to go to court.

US government delays Puerto Rico disaster mitigation funds

The Trump administration is delaying the release of more than $8 billion in funds to help Puerto Rico prepare for the next natural disaster, citing political unrest and financial irregularities in the U.S. territory.

The funds are part of $16 billion approved by Congress for mitigation projects, such as hardening electrical grids, in states and territories receiving presidential disaster declarations from 2015 to 2017.

The Department of Housing and Urban Development [HUD, sec. CARSON?!] is detailing rules for nine states to get the funds first. They are Texas, Louisiana, Florida, North Carolina, South Carolina, West Virginia, California, Missouri and Georgia.

AZAR?!] spokeswoman Evelyn Stauffer said in an email that all children who had been at the facility are now either with family members or at smaller state-licensed centers. The camp has housed about 14,300 undocumented children in total since March 2018, the largest such facility in the country. ... Last month, HHS expedited the process for sending child migrants to live with relatives already in the U.S. by eliminating [!] a fingerprinting requirement for adult siblings and grandparents. It also stopped [!] universally requiring child abuse and neglect checks unless there are special concerns.
Some members of Congress [Mucarsel-Powell (FL-26), Shalala (FL-27), Wasserman Schultz (FL-23)] and immigration advocates have called for the Homestead center to be completely shut down, but it will remain available for future needs, officials said.

U.S. Rep. Debbie Wasserman Schultz [?!] said in a statement that HHS should be more forthcoming about why[?] so many children were moved so quickly and exactly where they went. "I will seek a full accounting of where these hundreds of children who were reportedly relocated from the Homestead detention center ended up," the Florida Democrat said. "HHS must be more transparent, and I will continue to demand answers about the fates of these children."

North Korea has generated an estimated $2 billion for its weapons of mass destruction programs using "widespread and increasingly sophisticated" cyberattacks to steal from banks and cryptocurrency exchanges, according to a confidential U.N. report seen by Reuters.

The experts said North Korea "used cyberspace to launch increasingly sophisticated attacks to steal funds from financial institutions and cryptocurrency exchanges to generate income." They also used cyberspace to launder the stolen money, the report said.

"Democratic People's Republic of Korea cyber actors, many operating under the direction of the Reconnaissance General Bureau, raise money for its WMD (weapons of mass destruction) programmes, with total proceeds to date estimated at up to two billion US dollars," the report said.
