Baltimore City Sanitary Sewer Consent Decree Program
On September 30, 2002, the City entered into a Consent Decree (CD) with the U.S. Environmental Protection Agency, U.S. Department of Justice, and Maryland Department of the Environment to address sanitary sewer overflows from the City's sanitary sewer collection system, which are violations of the Clean Water Act.... The Modified CD has two (2) phases. ...These measures will eliminate an estimated 83% of sanitary sewer overflow volume by January 1, 2021. Phase II upsizes the collection system to achieve a 5-year level of protection throughout the City, and a 10-year level of protection in sensitive areas by December 31, 2030
Council bill promises relief from unaffordable and inaccurate water bills
Young's bill comes on the heels of an announcement by DPW that caught some officials by surprise - a three-year, 30% increase in water and sewer rates. The rate hike would raise water rates by 9.9% each year through June 2022 and sewer rates by 9% annually.
I have an unyielding affection for Baltimore and in my years there working for Clean Water Action Project and Friends of the Earth in early Reagan time [?!] got to know nearly every part of the city. It is in every respect a livelier and more interesting, creative and habitable city than DC.
