Key vote on Brexit deal debate fails in Parliament
First, Members of Parliament (MPs) approved a motion calling for the legislative body to start formally debating the prime minister's Brexit deal with the European Union. The motion passed by 329 votes to 299.

However, the evening's most hotly anticipated vote -- on whether the House approves of the government's plan ["programme"] to conclude the process ["debate"] by Thursday evening -- ended in a 308-322 defeat for the government

The bill itself, stretching past 100 pages, was only published on Monday evening. Skeptics argued that the proposed time-frame to scrutinize and debate it was insufficient.

Of particular interest: EU (Withdrawal Agreement) Bill Delegated Powers Memorandum. This is the "key" to decoding legislative language in the bill that retains or proscribes EURLEX in UK domestic law through the "transition or implementation period" and repeals same, not previously specified in EUWA2018, the day after exit from the WA, literally.
Amending the bill greatly is not really in Parliament's power, though. Any changes not relating purely to the UK would need to be tolerable on the EU side as well.
My favorite motifs so far (3.5 hrs, pp 1-45, illustrated) are "For the purpose of this clause, the devolved authorities are the Scottish Ministers, the Welsh Ministers and Northern Ireland departments" and "'appropriate authority' for the purpose of this clause as meaning, a Minister of the Crown, a devolved authority or a Minister of the Crown acting jointly with a devolved authority", because of known and unknown SI's hiding in the "constitutional law".

An extra hurdle to the Johnson's hopes of leaving by 31 October appeared to be put in the way by Guy Verhofstadt, the coordinator of the European parliament's Brexit steering group. He told MEPs the chamber should withhold its approval for the deal until further assurances were received over the UK government's treatment of EU citizens, including 200,000 people who are regarded as being vulnerable. "We do not want EU citizens involved in another Windrush scandal in Britain," the former prime minister of Belgium said. "That cannot happen."

Labour to back general election once EU approves Brexit delay, 91 day "no-deal" politics
Seven of the group subsequently published a statement saying that, while they had reservations about the deal, they believed it was right to allow it to continue to be debated, to "give us a proper chance to get a Labour Brexit". Only five Labour MPs then supported the government's programme motion, which would have resulted in the deal being rushed through the House of Commons by the end of Thursday. Labour frontbenchers discussed the timing of a potential election at a testy shadow cabinet meeting on Tuesday, with Corbyn loyalists Laura Pidcock and Dan Carden calling for the party to back an early poll.

The incoming president of the European Council has said the EU stands ready to negotiate a trade deal once Brexit happens.

On a visit to Dublin, Charles Michel [WHO?] would not be drawn on whether it was realistic to anticipate an [trade] agreement being struck in the 11 months between the current [A.50 extension period] exit date in 31 January and the end of the [unratified Withdrawal Agreement] transition ["or implementation"] period in  31 December 2020.
While the UK is set to leave in the EU at the end of January, the Prime Minister parliament has yet to ratify the withdrawal agreement in parliament.
"But it will be very important for us to be ready and we are ready, I repeat, we are ready to negotiate, we are ready to be loyal in these negotiations, and we will be transparent and we also be very committed in order to promote the ["]level playing field["] and in order to protect the either ["]single market["] and to try to find the best possible agreement for the ["]future relationship["] [ETA] - and I hope it will be possible in the next months to reach an agreement, I think it would be excellent for our common future."
