Let's skim Pub.L. 109-13, DIVISION B-REAL ID ACT OF 2005, enacted 11 May 2005, incorporated with 8 USC. Immigration and Nationality Act. (p 72-86) under the GWOT. oops. It appears that states' motor vehicle departments are required to shared license data with several federal agencies who are required to report data analysis periodical to several senate and house committees. What's more, TITLE II--IMPROVED SECURITY FOR DRIVERS' LICENSES AND   PERSONAL IDENTIFICATION CARDS [...] Sec. 202 Minimum document requirements and issuance standards for federal recognition.--failure to comply jeopardizes applicants by subjecting them to SCRUTINY of the several federal agencies in WHICH? coourts and possible deportation. Good going, APsplainin. So. I ask myself, "SELF, why would the department of commerce request data to which it already has access from states' motor vehicle departments? What could fed gov learn from this test?"

California DMV data BREACH exposed THOUSANDS of drivers' information, agency says
A data breach at the California Department of Motor Vehicles may have exposed some drivers' Social Security number information to seven government ENTITIES, according to the DMV. The breach affects about 3,200 individuals over at least the last four years, the agency said in a statement. The DMV insists it was not hacked and information was not shared with private individuals or entities.
Gee. Seems like an inside search to me.
The information was improperly disclosed through the Government Requester Code Account Program, which allows government agencies to access information on file with the DMV and is "permitted only for limited purposes under state and federal law."
18 USC § 2721 (b) permits 14 different types of "disclosure", 11 without "consent" of the individual "to whom the information pertains". Then there's Real ID ahh disclosure purposes.
The DMV said it has "implemented several additional layers of review" for any new requester that seeks to access any social security information.
o. look. California is compliant with the REAL ID Act.

NY Law Giving Licenses to Noncitizens Upheld
The Green Light Law allows people to apply for driver's licenses without handing over a social security number, allowing the use of foreign identification documents. The law also expressly states that people do not need to prove they're legally present in the U.S. in order to get driver's licenses, and that the DMV cannot question them about their immigration status.
New York State DMV began issuing REAL ID licenses, permits, and ID cards on October 30, 2017
