Ukraine signs key agreement with pro-Russia separatists, Russia and European monitors
President Zelenskiy told reporters in Kyiv that Ukraine agreed to a ["]local election["] only when Ukraine regains control of its borders with Russia. The president has faced criticism that Ukraine is giving concessions to Moscow and for following a policy of appeasement with Russia.

The government of Ukraine and the separatists agreed that the election will be valid if European observers from Organization for Security and Cooperation in Europe (OSCE) determined that they were conducted freely and fairly.

Pro-Russia separatists are seeking a special status allowing for self-governance in the Donbass region of eastern Ukraine, large parts of which have been under separatist control since April 2014.

The election agreement has been seen as paving the way for a SUMMIT between Zelenskiy, Russian President Vladimir Putin, and the leaders of France and Germany. Russia had previously refused such a meeting, unless Ukraine agreed to hold a local election in the Donbass region.

This suggestion on implementing the Minsk peace accords voiced by the German Foreign Minister Frank-Walter Steinmeier in 2015 has recently resurfaced after President Zelenskyy's election.

Tensions especially grew on 18 September 2019, when conflicting messages arose during a meeting of the trilateral contact group in Minsk, a group of representatives from Ukraine, Russia, and the OSCE. Foreign Minister Vadym Prystaiko informed that Ukraine had given its agreement to Steinmeier's formula at a meeting of the Normandy Four, the meeting of senior representatives of four countries - Germany, Russia, Ukraine, and France, on 2 September. But Ukraine's representative to the Trilateral contact group told that the formula was not recorded in writing at the meeting in Minsk, despite the instructions of the Normandy Four, chile.

...Considering the ["]Normandy process["] - the EU is not really involved, the US neither. Are you worried about the lack of involvement from the rest of the international community?
Compared to three years ago, we see a lack of interest. We see fatigue of having to deal with the Russian aggression. Macron is talking about the Europeanisation of the Russian Federation to Wladiwostok, Merkel has to deal with domestic problems and Nord Stream 2, the UK is leaving the EU. Unfortunately, the EU has no single voice. But it is really important for us that the EU stays united because the proposed Steinmeier Formula - this is not the implementation of the original Minsk Agreement.

The key question are the sanctions. It will be really important in December during the decision of the EU to continue imposing the sanctions against the Russian Federation and actually to have this strategic view that they need to be uphold until Ukraine restores its territorial integrity and sovereignty....

What can Ukraine expect from Canada's federal election?
Under the Liberal government, international assistance in 2018 stood at $6.1 billion and accounted for almost 1.8 percent of federal budget spending. And $57 million of that aid went to Ukraine.
