Durand said tests had found no harmful toxins in the air or city water, though suggested that older people susceptible to breathing difficulties "may want to avoid going outside". As for the River Seine that flows through Rouen, downstream from Paris, Durand said there had been some pollution from the blaze, but insisted it had been contained with floating barriers.

Only hours later, however, France's health minister sounded a more cautious note after visiting the site.

"The city is clearly polluted," minister Agnès Buzyn told reporters, adding: "I cannot guarantee that there is no danger. There are of course traces of hydrocarbons."

Buzyn was the second of five ministers dispatched to Rouen amid government efforts to appear proactive in tackling the crisis. Last in line was Prime Minister Edouard Philippe, who on Monday acknowledged the "unpleasant" odours that continued to hang over the city, but insisted they were "not harmful".

Critics were quick to point out the apparent contradiction between his claim and Buzyn's. If Philippe was so certain, they asked, why did local authorities order a precautionary ban on crops and produce of animal origin from the region?

French authorities have a long history of systematically hiding the true extent of industrial catastrophes to the public ("for their own good", presumably). The most infamous example being the 1986 denial of any contamination in France by the Chernobyl radioactive cloud.

"The French have not forgotten the tale of the Chernobyl cloud stopping at the border," remarked an editorial in French daily L'Union on Tuesday, referring to the infamous government claim that radiations from the 1986 nuclear disaster had miraculously stopped along the River Rhine, leaving France untouched.

"In seeking to reassure the public, this bizarre communication strategy has resulted in the opposite effect: an immense suspicion," added the paper, in a stinging rebuke of the present government's handling of the Lubrizol incident.

Denmark to strip foreign fighters of Danish citizenship
European states are trying to accelerate a plan to shift thousands of foreign Islamic State militants out of Syrian prison camps and into Iraq, as a fresh conflict in Syria has raised the risk of jihadists escaping or returning home.

"There is a risk that the Kurdish-controlled IS-camps in the border area will collapse and that foreign warriors with Danish citizenship will move towards Denmark," [PM Mette] Frederiksen said in a statement.

Authorities believe at least 158 people from Denmark have joined militant Islamist groups in Syria or Iraq since 2012, about 27 of whom remain in the conflict zone. Twelve of these are believed to be imprisoned.

The proposed new law, which has broad support among lawmakers of different parties, would allow the government to strip fighters abroad who also hold another nationality of their Danish citizenship without a court order. The law would not apply to single nationality Danes who could be left stateless.

Up to 750 European children trapped in north-east Syria
"Among them, the largest group of children in the range of 300, is reported to be French," Dominique Parent from the UN Human Rights Regional Office told MEPs on Thursday (6 November). Another 200 are from the Netherlands, 160 from Belgium, and 60 are UK nationals. The largest camp is known as Al-Hol and controlled by the Syrian Democratic Forces (SDF).

Denmark offers to lead NATO training mission in Iraq from 2021
"With the contribution we will be able to deliver an even stronger effort in our fight against the terror group ISIL by training Iraqis," Foreign Minister Jeppe Kofod said. Denmark will present the offer at a NATO summit in London next week. It would send around 213 people to the mission which trains Iraqi security forces.

Norway drops missile defense program, 10 Oct
After what it called a "broader security policy evaluation," the Norwegian government announced that even though it's significantly boosting its defense budget for 2020 because of Russia's own military activity in the Arctic, it won't include acquisition of the sensors or anti-ballistic missiles. As newspaper Klassekampen reported this week, the evaluation clearly presented a dilemma for Norway, putting it in a squeeze between its biggest ally (the US) and its mighty neighbour in the north, Russia, which also has complained bitterly about installation of the missile defense system in both Romania and Poland.

Asda gives workers more time to sign new contracts before facing dismissal, "right to work"
Of Britain's big four grocers -- market leader Tesco (TSCO.L), Sainsbury's (SBRY.L), Asda, and Morrisons (MRW.L)--Walmart (WMT.N) owned Asda is the last to implement more flexible* working contracts as it seeks productivity improvements in a fiercely competitive market. All the big four grocers are continuing to lose market share to German-owned [!] discounters Aldi and Lidl, which are aggressively opening new stores.

Asda's new standardised contracts increase the base rate of pay for retail workers to 9 pounds [!] ($11.64) per hour from Nov. 3 and to 9.18 pounds [!] from April 1 2020, plus premiums [over-time rate?], while maintaining benefits including an annual bonus, share save scheme, and staff discount.

The new contracts also remove paid breaks and require employees to work across departments and on some bank holidays.

The retailer, owned by US giant Walmart, has been at the centre of a lengthy and high-profile row over the imposition of the new contracts, which it says help it remain competitive in a "challenging market".
