"Global leader" of WHAT? Who? When? Where? Why?

YLE (funded in part or in whole by Finnland government) quotes the PM:

Ambien is for old, ordinary folks appointed to make old, ordinary national security decisions which eventually kill ordinary people of all ages, sex, gender, race, creed, and color.
