U.S. considers China sanctions to deter Taiwan action, Taiwan presses EU, 13 Sep
The Sources® said the deliberations in Washington and Taipei's separate lobbying of EU envoys were both at an early stage -- a response to fears of a Chinese invasion which have grown as military tensions escalate in the Taiwan Strait.
Reuters was unable to learn details on what specific sanctions were under consideration, but some analysts suggested China's military could be the focus.

"Big picture, initial sanctions conversations will likely revolve around curtailing China's access to certain technologies required to sustain a military operation against Taiwan," said Craig Singleton at the Foundation for Defense of Democracies.
Taiwan had already broached sanctions with European officials after Russia's invasion of Ukraine, but China's recent military exercises have seen Taiwan's position harden, Six Sources® briefed on the Taiwan-Europe discussions told Reuters.

Top Taiwanese officials' calls for sanctions preparations have intensified in recent weeks. A recent Chinese white paper, which withdrew a promise not to send troops or administrators to Taiwan if Beijing takes control of the island, has prompted a redoubling of their efforts with Europe.

Taiwan has not asked for anything specific, only for Europe to plan what actions it may take if China attacked, one source briefed on discussions said, and has asked Europe to warn China privately that it would face Consequences™.

The Biden administration plans to expand export restrictions for U.S. chip companies to China, according to a new report. ...The restrictions barred those companies from sanctions against exporting semiconductor equipment to Chinese chip makers that were making sub-14-nanometer processes, unless first approved by the Commerce Department, according to Reuters.

The dollar briefly plummeted below 141 yen from a 24-year high near 146 yen Thursday after the government stepped into the market to stem the yen's slide. The action took the market somewhat by surprise, even though repeated warnings by Finance Minister Shunichi Suzuki against the yen's recent rapid decline to 24-year lows against the U.S. currency had left the market nervous, said Masahiro Yamaguchi, head of investment research at SMBC Trust Bank.
The Swiss National Bank on Thursday raised its benchmark interest rate by 0.75 percentage point, marking the end of an era of negative rates [NIRP] in Europe.
Analysts say Japanese authorities could act again if the dollar climbs to around 145 yen, as seen in Thursday's intervention, and market players will be nervous about crossing that line.

Masato Kanda, vice finance minister for international affairs, told reporters after the intervention that the ministry "will continue to watch foreign exchange movements with a sense of urgency."

Analysts say yen-buying intervention is more difficult than yen-selling as authorities have to rely on foreign reserves to sell in the market. Japan's foreign reserves, mainly composed of securities and deposits denominated in foreign currencies, stood at $1.29 trillion at the end of August, according to official data.

...The Congressional Black Caucus should hold the US government to account for its implementation of the US Strategy for Sub-Saharan Africa, which acknowledges the role of the African continent in global affairs and seeks a partnership among equals. We are therefore concerned the possible implications for the African Continent if the 'Countering Malign Russian Activities Bill' were to become US law. The law could have the unintended consequence of punishing the continent for efforts to advance development and growth.

Both the US and Russia are strategic partners for South Africa. As a sovereign country that pursues an independent foreign policy, the Bill seems to punish those who hold independent views. It is disappointing that this Bill has been crafted at a time when President Biden has sought to engage African countries on the basis of respect for their independence and sovereignty.....

This is the first U.S.-Africa Leaders Summit since 2014, and just the second such meeting ever. China, meanwhile, has held its comparable Forum on China-Africa Cooperation (FOCAC) every three years since 2000, and that has provided a leadership and messaging advantage for China in Africa.
One of the biggest problems in Africa is that the continent does not process much of the food that is grown there. Despite having a large and robust agricultural base, there has been a long history of sending all or much of [raw material] abroad to be processed. Processing is a very lucrative part of the food value-added chain, usually much larger than the value of the crop itself....

Why has this pattern developed? There are several reasons, but it is partly a remnant of the colonial history of much of Africa. European colonial powers were happy to have raw material such as unprocessed food grown on the continent in their colonies. But they insisted that the food be sent to Europe for processing so they could capture the value-added stage. ....

On Monday, South African President Cyril Ramaphosa canceled his planned address at the United Nations General Assembly (UNGA) in New York and will return home after attending British Queen Elizabeth's funeral to deal with nationwide blackouts.

South Africa continues to endure long hours without electricity due to the breakdown of five generating units, the power utility Electricity Supply Commission (Eskom) said.

The country is currently at load shedding level six, meaning that the power utility must remove 6,000 megawatts of power from the grid. During this stage, the country can go without electricity for up to at least six to eight hours per day. Eskom said the country lost about 7,210 MW due to planned maintenance and 16,597 MW of capacity was lost to breakdowns.

"The system has been under pressure over the past week. This has caused us to run our reserves -- our diesel and our dams - very hard and we are now in a situation where we urgently need to replenish these reserves in order to maintain an adequate safety buffer as we are required to do by The Grid Code," said Eskom Chief Operating Officer Jan Oberholzer on Sunday.
Congress of South African Trade Unions (Cosatu) said the government is eroding the little confidence citizens have regarding its leadership due to the current Stage 6 of nationwide rolling blackouts. The trade union said the government has poorly addressed the issue and called on the president to find a permanent solution to the crisis.

The Democratic Alliance (DA) has reiterated its call for President Ramaphosa and the government to account for the energy response plan, saying Eskom is not entirely to blame for the country's power CRISIS....

New York sues Donald Trump, company and family members over widespread fraud claims, seeks at least $250 million in penalties, 21 Sep

The 220-page civil lawsuit filed in Manhattan Supreme Court seeks at least $250 million in damages.
James said she has asked federal prosecutors in Manhattan and to the Internal Revenue Service to investigate Trump for possible federal crimes. She said that evidence obtained during her three-year civil probe of Trump indicated possible crimes of bank fraud and making false statements to financial institutions.

James said Trump massively overstated the values of his assets in statements to banks, insurance companies and the IRS to obtain more favorable loan and insurance terms for his company, as well as to lower its tax obligations.
The seven-count suit alleges persistent and repeated fraud; falsifying business records; conspiracy to falsify business records; issuing false financial statements; conspiracy to falsify false financial statements; insurance fraud; conspiracy to commit insurance fraud.

A spokesman for the Manhattan U.S. Attorney's Office declined to comment on James' criminal referral about Trump to that office.
