President Xi Jinping Has a Video Call with US President Joe Biden | 2022-03-19 | On the evening of 18 March, President Xi Jinping had a video call with US President Joe Biden at the request of the latter. The two Presidents had a candid and in-depth exchange of views on China-US relations, the situation in Ukraine, and other issues of mutual interest. President Biden said that 50 years ago, the US and China made the important choice of issuing the Shanghai Communiqué. Fifty years on, the US-China relationship has once again come to a critical time. How this relationship develops will shape the world in the 21st century. Biden reiterated that the US does not seek a new Cold War with China; it does not aim to change China's system; the revitalization of its alliances is not targeted at China; the US does not support "Taiwan independence"; and it has no intention to seek a conflict with China. The US is ready to have candid dialogue and closer cooperation with China, stay committed to the one-China policy, and effectively manage competition and disagreements to ensure the steady growth of the relationship. President Biden expressed readiness to stay in close touch with President Xi to set the direction for the US-China relationship. President Xi noted the new major developments in the international landscape since their first virtual meeting last November. The prevailing trend of peace and development is facing serious challenges. The world is neither tranquil nor stable. As permanent members of the UN Security Council and the world's two leading economies, China and the US must not only guide their relations forward along the right track, but also shoulder their share of international responsibilities and work for world peace and tranquility. President Xi stressed that he and President Biden share the view that China and the US need to respect each other, coexist in peace and avoid confrontation, and that the two sides should increase communication and dialogue at all levels and in all fields. President Biden has just reiterated that the US does not seek to have a new Cold War with China, to change China's system, or to revitalize alliances against China, and that the US does not support "Taiwan independence" or intend to seek a conflict with China. "I take these remarks very seriously," said President Xi. President Xi pointed out that the China-US relationship, instead of getting out of the predicament created by the previous US administration, has encountered a growing number of challenges. What's worth noting in particular is that some people in the US have sent a wrong signal to "Taiwan independence" forces. This is very dangerous. Mishandling of the Taiwan question will have a disruptive impact on the bilateral ties. China hopes that the US will give due attention to this issue. The direct cause for the current situation in the China-US relationship is that some people on the US side have not followed through on the important common understanding reached by the two Presidents and have not acted on President Biden's positive statements. The US has misperceived and miscalculated China's strategic intention.

"Divide et Impera": A History of "Divide and Rule" | July 2019 | Divide and rule (from Latin "Divide et Impera"), or divide and conquer, in politics and sociology is gaining and maintaining power by breaking up larger concentrations of power into pieces that individually have less power than the one implementing the strategy. "Divide et Impera" is cited as a common principle in politics by Traiano Boccalini in La bilancia politica[1] The use of this technique is meant to empower the sovereign to control subjects, populations, or factions of different interests, who collectively might be able to oppose his rule.

Divide and rule is the eternal law of Empire | Consortium News | Above all, don't let other big guys get together. Keep them at each other's throats. Half a century ago, stuck in the unwinnable Vietnam war, President Richard M. Nixon heeded Henry Kissinger's advice to open relations with Beijing in order to deepen the split between the Soviet Union and China. But which big guys, and when? Priorities have evidently shifted. Eight years ago, America's most influential, private geostrategic analyst, George Friedman, defined the current dominant U.S. divide et impera priority, at work in Ukraine. "The primordial interest of the United States is the relationship between Germany and Russia, because united, they're the only force that could threaten us," Friedman explained. Russia's main interest has always been to have a neutral buffer zone in Eastern Europe. But the U.S. purpose is to build a hostile cordon sanitaire from the Baltic to the Black Sea, as a definitive barrier separating Russia from Germany. "Russia knows it. Russia believes the United States intends to break the Russian Federation," said Friedman, jokingly adding that he thought the intention was not to kill Russia but only to make it suffer. Ignoring German polls and risk of escalation, US has convinced Germany to send Leopard tanks to Ukraine. This is a victory for what Stratfor founder George Friedman described in 2015 as the US "primordial interest": severing "the relationship between Germany and Russia." pic.twitter.com/VaSyRnylOX— Aaron Maté (@aaronjmate) January 24, 2023 What the U.S. has long dreaded, said Friedman, is the combination of German capital and technology with Russian resources and labor. The Nord Stream pipeline was leading in that direction, toward mutual trade and security arrangements that would no long require either the dollar or NATO. "For Russia," said Friedman, "the status of Ukraine is an existential threat. And the Russians cannot afford to let it go." For the United States, however, it is a means to an end: separating Russia from Germany.

China's diplomatic wins rise from America's losses | Asia Times | A notable exception is Fareed Zakaria's admirable recent column, which states bluntly that, "America's unipolar status has corrupted the country's foreign policy elite. Our foreign policy is all too often an exercise in making demands and issuing threats and condemnations. There is very little effort made to understand the other side's views or actually negotiate." Given the Biden administration's framing of international politics as a struggle of "democracy vs autocracy" and America's eschewal of meaningful diplomacy with non-allies, it is unsurprising that Washington would find itself shut out from relations between Beijing, Moscow, Tehran and Riyadh. Beijing recently stated in unusually strong terms that the US was seeking to "contain" China, an assessment which appears accurate in light of increasingly unambiguous American commitments to Taiwan and Western imposition of export restrictions on technology to China. Washington's attempts to isolate and hobble the Russian economy have made it inevitable that Moscow should look east for its energy exports, and increases the possibility of a renminbi-dominated trade zone eroding the global role of the dollar. Secretary of State Antony Blinken's statement that European leaders should turn Putin over to the ICC - a body whose authority the US does not even recognize - not only makes the US look hypocritical in claiming to protect the "rules-based international order," but is tantamount to a declaration that regime change in Moscow is now official US policy.

Direct assistants of the Presidency of the Republic were convinced by the intelligence area that, behind the case, there would be a hidden movement of the American government -- the CIA, in particular -- to create a diplomatic crisis between Brazil and Russia and oppose Jair Bolsonaro and Putin.
The fertilizer factor
Contrary to most of the international community, the Brazilian government maintains a friendly relationship with Moscow even after the outbreak, by the Russians, of the war against Ukraine. The country adopts a politically neutral position regarding the conflict, condemned by most western democracies.
Russia is one of the largest global suppliers of manure and fertilizers, and the interruption of exports to Brazil could significantly affect agribusiness.
This is one of the reasons why, since the beginning of the war, Jair Bolsonaro has made a point of not alienating Vladimir Putin, going against pressure coming especially from the American government.

US hits out at latest 'unadvisable' OPEC production cuts Last October, US officials strongly opposed the OPEC+ cut, even floating the possibility of economic retaliation against Saudi. In an interview with CNN, National Security Council coordinator for strategic communications John Kirby said Biden is "willing to work with Congress as we think about what the right relationship with Saudi Arabia needs to be going forward." US sources also told the Wall Street Journal at the time officials had warned Saudi leaders that a cut would be viewed as a clear choice by Riyadh to side with Russia in the Ukraine war. Snubbed Analysts said the latest oil cuts will likely leave Washington again feeling snubbed by its long-term ally. A truce was called earlier this year as the Biden administration ended its talk of retaliation against the Kingdom, but the row now looks set to rumble on. "OPEC led by Saudi Arabia, which has shown its displeasure with the Biden administration and their misuse of the Strategic Petroleum Reserve, were reportedly angered on comments by Energy Secretary Jennifer Granholm that they had no plans to buy oil back to refill the reserve even as the Silicon Valley Bank failure caused oil liquidation and had oil fall below $70 a barrel," said Phil Flynn of The Price Futures Group.

Xi Courts Macron in Bid to Drive Wedge Between Europe and US | Bloomberg | With former German Chancellor Angela Merkel no longer in power, Xi now sees Macron as someone who can push the European Union toward a more moderate position on China than the US. In addition to having an influential voice among North Atlantic Treaty Organization allies, France is also a permanent member of the United Nations Security Council -- and Macron in particular has sought to engage with Putin to find a diplomatic solution to end the war in Ukraine. "He's certainly, from the Chinese perspective, the most important politician in Europe," said Joerg Wuttke, head of the European Union Chamber of Commerce in China. "He's definitely the point man." With US-China relations in a tailspin, Beijing is looking to prevent Europe from joining in, particularly on measures like export controls of key technologies that would hurt growth in the world's second-biggest economy.

If China gives Russia lethal weapons, it would be a "historic mistake" - NATO Secretary General Stoltenberg stressed that China is refusing to condemn Russian aggression, is echoing Russian propaganda and propping up Russia's economy, and cooperates in the military sphere in the Indo-Pacific region. "Allies have been clear that any provision of lethal aid by China to Russia would be a historic mistake with profound implications," he stressed, adding that against this background, the unity of NATO is more important than ever.

Macron says he's counting on Xi Jinping to 'bring Russia to its senses' | RFI | To coincide with their meeting, Chinese state broadcaster GCTV, released a report in which Xi hailed China's "positive and steady" ties with France as the world undergoes "profound historical changes". The official English-language newspaper Global Times, in an opinion piece published on Wednesday, stresses the economic side of the Macron visit, illustrated by a delegation "of over 60 CEOs including from Airbus, Alstom and EdF," saying that "Macron's visit is expected to ... further economic and trade cooperation" between China and France. While Macron's main purpose was to try and get Xi Jinping to mediate between Russia and Ukraine and find a solution for the current conflict, Global Times does not mention Ukraine even once, and makes vague references to the ongoing war, saying that France and China should "... play a leading role in international relations," adding that "among Western powers, France has relatively more common ground with China." In an adjacent piece, the paper indirectly highlights Beijing's official view by publishing an interview with Michele Geraci, a former official at the Italian Ministry of Economic Development, who warns against any "decoupling" of the Chinese and EU economies. The article says that sanctions against Russia "don't work" and that China is better placed to "negotiate peace between Russia and Ukraine" than Europe, which is, as part of Nato, indirectly supporting Kyiv.

I do. And I have an origin theory traced to the one and only Joint Call with France/Joint Declaration/Joint Statement distributed to PR wires.
To stay rational, exercise restraint, and avoid taking actions that might cause the crisis to further deteriorate or even spiral out of control;
"bring Russia to its senses" is the new "limitless" trope which replaced the "changes that haven't happened in 100 years" non sequitur.
Macron's China visit embodies the value of strategic autonomy | Global Times editorial | The Chinese people have always appreciated the strategic autonomy and independent diplomatic spirit demonstrated by France in the changing international landscape. Back then, former French President Charles de Gaulle adhered to pursuing an independent foreign policy to safeguard France's national sovereignty and independence. Today, we can also see this in President Macron. However, objectively speaking, it has become more difficult for European countries to implement "independence" and "autonomy." This time, Macron is encountering more pressure, criticism, and question in the European and American public opinion field than during previous visits. His efforts to rebuild France and Europe as a "third way" between the US and China have been criticized by some as "compromising" with China.
