NATO should invite Ukraine to join the Alliance at a summit in Washington this summer and commit to accepting Ukraine into its ranks no later than July 2028.

This proposal is included in the report developed by the group of the head of the Office of the President Andrey Ermak - NATO Secretary General in 2009-2014 Anders Rasmussen. The report also suggests that "allies spend 0.25% of their GDP on military assistance to Ukraine and unlock frozen Russian assets worth $ 300 billion to support Ukraine."

The International Task Force on Security and Euro-Atlantic Integration of Ukraine, co-chaired by Head of the Presidential Office Andriy Yermak and former NATO Secretary General Anders Fogh Rasmussen, has published a report with a rationale for the necessity of Ukraine's future membership in NATO and concrete proposals for it.

"A credible prospect of NATO membership is a way to convince Russia that it has nothing to gain from waging war. Inviting Ukraine to start accession talks now is a way to send a clear message to Russia that it needs to end the war and give Ukraine a chance for a just peace," the report emphasizes. The Rasmussen-Yermak International Task Force proposes to set a clear timeframe for Ukraine's accession to NATO - no later than July 2028, subject to the fulfillment of specific conditions.

The International Task Force emphasizes the need to unify the set of bilateral security agreements between Ukraine and its partners into an international compact. In particular, its goal is to build up Ukraine's Armed Forces so that they can reach a size and structure strong enough to defend against a future Russian attack and strengthen NATO's collective defense by the end of the decade. It is proposed that NATO members commit to spending 0.25% of their GDP on military aid to Ukraine, as well as unlocking $300 billion in frozen Russian assets and using them to support Ukraine.

Blinken and Kuleba had lunch at the Keev pizzaria Veterans Pizza. A video of Blinken with a local band playing Neil Young's "Rockin' in The Free World" appeared online. Some native bar fllies were not amused.

Meanwhile, Zelensk* will visit Spain to sign a bilateral security agreement. Zelensk* will visit Madrid Friday, May 17.

The European Union also admitted it agreed to "a general agreement" on security guarantees with Ukraine. But it will not be legally binding or contain a clause on sending troops to Ukraine.

"I am pleased to welcome France's initiative to send instructors to Ukraine to train Ukrainian servicemen," Oleksandr Syrskyi said on the Telegram messaging app after talks via video link with French defence minister Sebastien Lecornu. "I have already signed the documents that will enable the first French instructors to visit our training centres shortly and familiarize themselves with their infrastructure and personnel."
