reuters | Russian troops enter base housing US military in Niger, US official says, 3 May
A senior U.S. defense official, speaking on condition of anonymity, said Russian forces were not mingling with U.S. troops but were using a separate hangar at Airbase 101, which is next to Diori Hamani International Airport in Niamey, Niger's capital.

Asked about the Reuters report, U.S. Defense Secretary Lloyd Austin played down any risk to American troops or the chance that Russian troops might get close to U.S. military hardware.

defense.gov | Secretary of Defense Lloyd J. Austin III's Press Conference in Honolulu, Hawaii (02.05.24)
In Niger, you asked about Niger and Russians being in the same space that we're in in Niger. I think you know that Air Base 101, where our forces is, is a Nigerian Air Force base that is co-located with an international airport in the capital city. The Russians are in a separate compound and don't have access to U.S. forces or access to our equipment.

wapoo | U.S. threats led to rupture of vital military ties, Nigerien leader says, 14 May
[...]
"The Americans stayed on our soil, doing nothing while the terrorists killed people and burned towns," [PM Ali Mahaman Lamine] Zeine said. "It is not a sign of friendship to come on our soil but let the terrorists attack us. We have seen what the United States will do to defend its allies, because we have seen Ukraine and Israel."
[...]
Zeine said leaders of Niger's new government, known as the National Council for Safeguarding the Homeland, or by its French initials CNSP, were bewildered that the United States had frozen military support while insisting on keeping the troops in the country without justifying their continued presence. The American response in the wake of Niger's coup contrasted sharply with that of other nations, including Russia, Turkey and the United Arab Emirates, he said, which have welcomed the new Nigerien leaders with "open arms."

QUESTION: The junta's prime minister gave an interview to The Washington Post in which he blamed a visit by Assistant Secretary Phee for the decision to boot out U.S. troops, saying that she made threats about Niger's relationship with Iran and Russia and called it unacceptable. Do you dispute the characterization of this? Do you have any comment on—
PATEL: So I'm not going to get into the specifics of our diplomatic, deliberative conversations, Shaun, but what I can say is that the CNSP was presented with a choice based on mutual interest about whether it wished to continue its security partnership with us, a choice that was rooted in our belief of democratic principles and what was in our national security interest....
He said the Nigerien leaders took particular umbrage at remarks by Molly Phee, the State Department's top official for African affairs, who he said had urged the government during a March visit to Niamey to refrain from engaging with Iran and Russia in ways objectionable to Washington if Niger wanted to continue its security relationship with the United States. He also said Phee had further threatened sanctions if Niger pursued a deal to sell uranium to Iran.

A senior U.S. military official, speaking on condition of anonymity, said that about 100 U.S. troops had already been moved out of the country. The United States will remove sensitive equipment it has in Niger, but will leave behind other larger pieces like air conditioning units, generators, and hangars, a separate U.S. defense official said. The United States will let Nigerien forces use that equipment left behind, if it meets legal standards, the official said.

The official added that it did not appear that the Nigerien junta wanted to hand over counter-terrorism operations to Russian troops or those from the Wagner private military company.

Emmanuel Macron appeared in New Caledonia (Nouvelle-Calédonie) yesterday for 12 hours to interpret the 1998 Nouméa Accord. With one hand, Macron immobilised execution of a constitutional "reform" passed from seats of the metropol National Assembly to the overseas provincial parliament. With the other, Macron extended the gendarmerie visa to restore "democratic legitimacy" of foreign settlers until conclusion of this summer's Olympic Games (T -80 days) or indefinitely, some familiar with the matter say.

To demonstrate French magnanimity, Macron also opened channels of communication with the natives' elected leadership, President of the Government of New Caledonia (FKA Kanaky) Louis Mapou and the President of Congress Roch Wamytan at the territorial residence of an anonymous "high commissioner."

Let us now note. The name of the préfet d'ouverture de Nouvelle-Calédonie ("high commissioner") is Louis Le Franc, not Louis Le Nickel, Louis Franc Pacifique, or Louis XPF.

wilsoncenter | The Squad and the Quad, 14 May INDOPACOM "latticework"
In recent weeks, a new minilateral in the Indo-Pacific has emerged: the "Squad," as it is dubbed informally in the Pentagon. The new grouping of Australia, Japan, the Philippines, and the United States coalesced during a Defense Ministers' meeting in Hawaii in May 2024, following up on a previous gathering at the 2023 Shangri-La security dialogue. With its traditional security focus, the Squad adds another layer to the developing latticework architecture in the Indo-Pacific. But does it mean that the old Australia-India-Japan-US Quad is obsolete?
Unlike the original Quad, the Squad is about traditional hard power security, hence the "S" appended to its name. The meeting readout makes this abundantly clear, directly naming the People's Republic of China as the aggressor in the East and South China Seas. This meeting builds on several years of effort and defense cooperation between all four powers, including joint naval patrols in the South China Sea. Its hard power security emphasis and the addition of the Philippines instead of India distinguish Squad from Quad.
defense.gov | Joint Readout From Australia-Japan-Philippines-United States Defense Ministers' Meeting (03.05.24)
However, that does not mean that the Squad replaces the Quad, nor that the Quad is deficient. Instead, the Squad and Quad pursue different objectives with different levers of national power, traditional security (hard power),  and < wipes tears > non-traditional security (public goods) respectively.

bbc | Chabahar Port: US says sanctions possible after India-Iran port deal
hours after India signed a 10-year contract to operate a port with Tehran.

India had entered an agreement to develop the strategically important Chabahar port, close to Iran's border with Pakistan, in 2016. On Monday, it signed a long-term deal with Iran to develop it further. India's shipping minister called it a "historic moment in India-Iran ties". But the move may not go down well with the US, which has imposed more than 600 sanctions on Iranian-related eNTiTiEs over the past three years.

While India expressed interest in developing the port as far back as 2003, US sanctions on Iran over its suspected nuclear program derailed its development.

The turmoil unfolded during Friday's legislative floor session, where legislators grappled for over 10 hours with amendments that would grant the Legislature expanded powers. The opposition Kuomintang (KMT) and Taiwan's People Party (TPP) sought to prolong the session to push through amendments to four bills aimed at promoting legislative reforms.

The mayhem followed a fruitless five-hour cross-caucus negotiation on Thursday, leaving unresolved tensions that erupted into full-blown conflict the next day. Adding fuel to the fire, the KMT and TPP had previously bypassed customary committee deliberations, opting instead to fast-track their versions of the bills directly to a floor vote.
