A National Security Memorandum, known as NSM-20, that U.S. President Joe Biden issued in February requires the State Department to report to Congress by May 8 on whether it finds credible Israel's assurances that its use of U.S. weapons does not violate U.S. or international law. Four sources said on Tuesday the administration had informed congressional committees that it would not make the deadline but hoped to present its findings within days. Two congressional aides said they had no indication the delay was tied to political concerns.

Of the 34,735 people who have died in Gaza since the war began, according to data published May 6 by the UN, more than 9,500 were women and more than 14,500 were children. But in updated data published two days later on May 8, the UN significantly reduced the figures to 4,959 women and 7,797 children among the 34,844 people reportedly killed in Gaza.

The UN cites data from the Gaza Ministry of Health, controlled by Hamas, to produce casualty figures. The UN reports come with a disclaimer that says, "The UN has so far not been able to produce < wipes tears > independent, comprehensive, and verified casualty figures."

"Hamas wants the world to believe that the main casualties and fatalities have been women and children, an argument almost universally accepted until very recently," Elliott Abrams [!], a senior fellow for Middle Eastern studies [?!] at the think-tank Council on Foreign Relations [!!], wrote in a blog post. "Now even the UN, or one part of the UN, silently acknowledges that it blindly accepted Hamas numbers meant to mislead," said Abrams, former deputy national security adviser for President George W. Bush.

According to the UN's latest figures, 40% of casualities in Gaza have been men, 32% children, 20% women, and 8% elderly.

The UN  also highlighted that the plurality of identified fatalities were men (40%), while children were (32%) and women (20%).

The Washington Institute for Near East Policy (WINEP) released a report in January that showed major discrepancies in the fatality reports. The research concluded that such discrepancies were most likely caused by manipulation.

Professor Abraham Wyner showed that the Hamas-controlled Gaza Health Ministry has been "faking" casualty numbers, in an article for Tablet Magazine on March 7.

He concluded that in war, the pattern of deaths should be irregular as the intensity of war is irregular. the UN reported that the number of deaths climbed by 15%, which is statistically impossible.

Deteriorating Efforts as the Battle Progressed

The October 27 expansion of fighting to include ground operations inside the Gaza Strip has rendered the normal reporting system entirely ineffective. Whatever the accuracy of Health Ministry fatality figures in past conflicts, the current war is vastly different in scale, having seen the internal displacement of perhaps 1.7 million Palestinians. It is also the first Gaza conflict to involve severe and repeated loss of communications, combined with closure and evacuation of hospitals and an all-out IDF ground operation.

The loss of hospital capacity is borne out by the numbers. Six weeks after the start of ground operations, only eighteen of thirty-six hospitals in Gaza remained operational, and only a few in the north were even partially functional. Under such circumstances, many injured or dead Gazans are not brought to the hospital, where they would be formally counted. Moreover, ambulances often lack fuel or simply cannot reach war zone areas. As the battle has progressed, reports have proliferated of mass burials of unidentified Gazans, whose deaths may be unreported to the Health Ministry. This suggests a likely undercount of total deaths, as often occurs in confusing urban battles--although some no-longer-missing or rescued persons will not have been removed from lists of the presumed dead.

Israeli Intelligence Has Deemed Hamas-Run Health Ministry's Death Toll Figures Generally Accurate | VICE - 25 Jan 2024 |

Israeli intelligence services have studied civilian casualty figures released by the Hamas-run Ministry of Health in Gaza and concluded the figures were generally accurate, despite earlier public claims by U.S. and Israeli officials that the ministry's statistics are manipulated. 

According to a story in Mekomit by Yuval Avraham, who last year broke news about the Israeli military's use of AI for targeting purposes, the numbers were accepted for inclusion in briefings to senior Israeli officials after intelligence services conducted operations and analysis to monitor the health ministry's information collection methods and its internal communications and determined the statistics were credible.

The Israeli military shot and killed a foreign NGO worker and wounded another on 13 May in the southern Gaza city of Rafah, local authorities reported. The two aid workers were in a UN vehicle clearly displaying the UN flag and logo when they came under Israeli fire.

The video of the targeted vehicle showed multiple bullet holes had pierced the windows....

It was not the first time Israelis have blocked aid access to Palestinians at checkpoints and border crossings since the latest war on Gaza began in October. This latest example occurred at the Tarqumiya checkpoint west of Hebron in the Occupied West Bank. Once again, soldiers stood by and watched. President Michael D Higgins denounced the incident at the Tarqumiya checkpoint in a statement issued today, in which he also condemned the Israeli targeting of aid convoys in Gaza.

In a statement, the army said the settlers attacked the Israeli driver of the truck at a junction outside the Kochav Hashahar settlement, northeast of Ramallah, before lighting the truck on fire. Soldiers provided medical treatment to the Israeli driver while working to fend off the mob. The army said the extremists responded with violence toward the soldiers.

In a separate incident, dozens of rioting settlers protesting aid to Gaza hurled rocks at Palestinian cars at the Tapuah Junction south of the West Bank city of Nablus. Israeli police responded with tear gas and stun grenades. Haaretz reported that one of the Israelis was lightly wounded after being hit by a car whose Palestinian driver was attempting to escape from the mob....

On Thursday night, a truck believed to be carrying aid to Gaza was stopped on a West Bank highway and set on fire by far-right Israeli protesters. Three Israeli soldiers were injured while attempting to provide medical care to the driver and disperse people, said the Israeli military. Israeli media reported that it was at least the fourth such attack on a Gaza aid convoy crossing Israeli territory from Jordan or the West Bank since late last week.

Far-right Israeli finance minister Bezalel Smotrich wrote to Prime Minister Benjamin Netanyahu on Thursday, demanding "clarifications" about aid being supplied directly from the West Bank and Israel for Gaza. He claimed the supply of aid via this route violated previous cabinet decisions.

"We must defeat Hamas—renewing trade with Gaza is not the way," Smotrich wrote.
