Borrell said the EU would increase its support to civil society and media and "adapt measures" as necessary. He said the EU would also reconsider its support for Georgia through a military aid fund, the European Peace Facility. The Georgian law, which requires organisations receiving more than 20% of their funding from overseas to register as "agents of foreign influence", has been slammed by domestic and international critics as a Kremlin-style authoritarian move.

The decision to postpone this iteration of NOBLE PARTNER is due to the Georgian government's false accusations against the United States and other western entities, to pressure Georgia to open a second front against Russia to alleviate pressure on Ukraine, and of participating in two coup attempts against the ruling party. As such, the United States Government has determined that this is an inappropriate time to hold a large-scale military exercise in Georgia.

EU granted candidate status to Georgia at the end of 2023, but relations with Tbilisi deteriorated after Georgia's parliament passed a "foreign agents" law despite mass protests and a veto by Georgian President Salome Zourabichvili [a/k/a Salome Zurabishvili].
