According to a document obtained by Al Mayadeen [404], Palestinian factions will monitor the implementation of the agreement's clauses "with the help of Egypt, Algeria, China, and Russia."

National Unity government

In detail, the participants agreed to form a temporary national unity government after the approval of Palestinian factions and the president of the Palestinian Authority. This government will exercise its authority "over all Palestinian territories", including the West Bank, al-Quds, and the Gaza Strip, ending years of division. Those present at the high-level meeting in Beijing also agreed to activate the Unified Temporary Leadership Framework and ensure it meets regularly.

The most important consensus from the Beijing talks is to achieve the reconciliation and unity among the 14 factions; the core outcome is the affirmation of the Palestine Liberation Organization (PLO) as the sole legitimate representative of all Palestinian people; the biggest highlight is the agreement on establishing an interim government of national reconciliation focusing on the post-conflict reconstruction of Gaza; and the strongest call is for truly establishing an independent State of Palestine in accordance with relevant U.N. resolutions.

To help get out of the current conflict and predicament, China proposes a three-step initiative:

The first step is to achieve comprehensive, lasting and sustainable ceasefire in the Gaza Strip as soon as possible...
The second step is to make joint efforts toward post-conflict governance of Gaza under the principle of "Palestinians governing Palestine."...

Mustafa Barghouti, president of the Palestinian National Initiative, who was at the Beijing talks, said "all the parties" have agreed that they should join the PLO, and that the organization is the only legitimate representative of the Palestinians.

The US State Department said that while it had not reviewed the text of the Beijing agreement, it did not support Hamas having a role in the postwar governance of Gaza.

"When it comes to governance of Gaza at the end of the conflict, there can't be a role for a terrorist organization," State Department spokesperson Matthew Miller told a press briefing, referring to Hamas specifically. Miller said he did not believe the deal would "in any way have an impact on the ongoing discussions to reach a ceasefire" and that the US wants to see the Palestinian Authority governing "a unified Gaza and the West Bank" after the war.
