For me its not so much the children, but the adults behind the whole action. What did their parents teach them? What kind of world-view have they learned in school to have fun doing this. No, the responsibility is with the adults.

bit shocking as well but :

1/ they are little boys with fake bomb
2/ they are not ugly leaving message on real shell ready to be launch on civilian.

by the way i can not understand how parents can buy plastic toys for their children anywhere in the world, i find it deeply disgusting and shocking.
