Stoltenberg and the NATO doctrine ...

NATO's success over the decades has rested on our ability to change when the world around us changed.

After the Cold War, we ended ethnic wars in the Western Balkans, and helped spread democracy by welcoming the countries of Central and Eastern Europe to NATO.

Since 9/11, we have been on the front line in the battle against international terrorism.

And we adapted again in 2014, after Russia's illegal annexation of Crimea, by implementing the biggest boost to our collective defense in a generation.

President Dwight Eisenhower spoke to the nation in a farewell address on January 17, 1961. The address, sometimes referred to as the "Military-Industrial Complex Speech", is considered by some to be one of the most significant speeches of the Eisenhower presidency.

War will shape the future of the US industrial base | FT Opinion - John Dizard | (Aug. 2021)

At the time, US society was demoralised and politically cynical, threatened by inflation and just emerging from the bottom of a severe recession. Schlesinger's defence research, development and equipment procurement budget was down by almost half from its Vietnam war peak.

Yet in my interview, Schlesinger emphasised that he was tilting the department's spending towards long-term R&D and procurement of long lead time parts, such as reactor housings for as-yet unfunded submarines, rather than immediately rebuilding the shabby state of the forces' "readiness".

That edge they helped create may now have been permanently blunted. The modern military industrial complex is a wasteful and sometimes corrupt oligarchy, which -- as recent events show -- is in need of a rethink.

Today's economists and politicians should be asking questions about where money and resources are allocated now and in the future, and how far spending priorities have shifted. The future of the US is tied to the future of the wars it involves itself in.

Bucharest Summit Declaration

Issued by the Heads of State and Government participating in the meeting of the North Atlantic Council in Bucharest on 3 April 2008

We, the Heads of State and Government of the member countries of the North Atlantic Alliance, met today to enlarge our Alliance and further strengthen our ability to confront the existing and emerging 21st century security threats. We reviewed the significant progress we have made in recent years to transform NATO, agreeing that this is a process that must continue. Recognising the enduring value of the transatlantic link and of NATO as the essential forum for security consultations between Europe and North America, we reaffirmed our solidarity and cohesion and our commitment to the common vision and shared democratic values embodied in the Washington Treaty. The principle of the indivisibility of Allied security is fundamental. A strong collective defence of our populations, territory and forces is the core purpose of our Alliance and remains our most important security task. We reiterate our faith in the purposes and principles of the United Nations Charter.

Today, we have decided to invite Albania and Croatia to begin accession talks to join our Alliance. We congratulate these countries on this historic achievement, earned through years of hard work and a demonstrated commitment to our common security and NATO's shared values. The accession of these new members will strengthen security for all in the Euro-Atlantic area, and bring us closer to our goal of a Europe that is whole, free, and at peace.

Smart Defense and the Future of NATO | Chicago 2012 |

The most pressing issue will be the war in Afghanistan. Following the May 1 signing in Kabul of the U.S.-Afghan Strategic Partnership Agreement by Presidents Obama and Karzai, alliance leaders will give consid- erable attention in Chicago to shaping the contours of a wider NATO-Afghan partnership post-2014.

Beyond Afghanistan, leaders will no doubt have many notable items for discussion: defense spend- ing in an age of austerity, NATO's Smart Defense initiative, the alliance's expanding global network of strategic partnerships, missile defense--the list goes on. How will NATO choose to invest in collective security? How can the Chicago summit promote a more capable alliance? How will the alliance integrate new partners into operations without diluting its potency and flexibility? How can NATO devise a strategy in line with its ambitions? Where should the alliance place its focus in light of America's strategic pivot toward the Asia Pacific?

Top Al Qaeda Leader Killed In Syria Drone Strike, Says US

The strike comes two days after a base in southern Syria, used by the US-led coalition fighting the Islamic State group, was assaulted.

"A US airstrike today in northwest Syria killed senior al-Qaeda leader Abdul Hamid al-Matar," said Central Command spokesman Army Major John Rigsbee in a statement.

There were no known casualties from the strike, he said, adding it was conducted using an MQ-9 aircraft.

"The removal of this al-Qaeda senior leader will disrupt the terrorist organization's ability to further plot and carry out global attacks," he said.

At the end of September the Pentagon killed Salim Abu-Ahmad, another senior Al-Qaeda commander in Syria, in an airstrike near Idlib in the country's northwest.

Putin on NATO threat to Crimea and Black Sea Exercises

Putin: Russia must build up defenses in view of NATO moves | ABC News |

Russian President Vladimir Putin on Monday emphasized the need to strengthen the country's air defenses amid NATO's military activities near Russia's borders.

Speaking during a meeting with military officials and arms makers in the southern Russian city of Sochi, Putin specificially noted the deployment of NATO's U.S.-led missile defense components in Eastern Europe and increasingly frequent missions by NATO ships near Russian waters in the Baltic and Black Seas.

....
Russia has bristled at the deployment of U.S. and other NATO ships near waters it claims as its own as tensions between Moscow and the West have sunk to post-Cold War lows after Russia's 2014 annexation of Ukraine's Crimean Peninsula, its support for a separatist insurgency in eastern Ukraine and other irritants.

Joe Biden's Taiwan gaffes create concern in China and Asia

Once again, a White House spokesman clarified after Biden spoke that there had not been a change in US policy with regard to Taiwan, adding that defense cooperation continues to be conducted under the Taiwan Relations Act, which Congress enacted in 1979.

While Washington is required by law to provide Taiwan with the means to defend itself, it has long followed a policy of "strategic ambiguity" on whether it would intervene militarily in the event of a Chinese attack.

This is worded quite differently from Article 5 of the NATO treaty. In the event of an attack on a member state, the NATO treaty explicitly provides for assistance from the other members, including the use of armed force.

...
Figures confirm that the US-Taiwan relationship is getting closer. "In fiscal years 2016 to 2020, the US sold approximately $16.7 billion worth of arms to Taiwan," Overhaus, of the SWP, wrote in Die Welt. "In fiscal year 2020, Taiwan was the largest customer of US arms, at $11.8 billion."

The ROC had promised to return by the 1970s, but by then it was clear to many UN members its government no longer represented the hundreds of millions of people living across the Taiwan Strait in the now-communist controlled People's Republic of China (PRC).

The "Resolution on Admitting Peking," also known as Resolution 2758, called for member states to "restore" the rights of the People's Republic of China in Beijing as the "only lawful representatives of China to the United Nations." After years of trying at the behest of Chinese ally Albania, the resolution finally passed in the General Assembly.

Competing claims

Resolution 2758 calls for the UN to "expel forthwith the representatives of Chiang Kai-shek," a reference to the ROC's paramount leader who ruled in China and then Taiwan from 1928 until his death in 1976.

But personal rule by the Chiang family and Taiwan's draconian martial law period ended more than 30 years ago. Since its democratic transition in the 1990s, the vast majority of Taiwan's citizens see themselves as "Taiwanese".

A key difference between Taiwan now and when it lost its seat is that in practice it is also no longer claiming to represent territorial China, said Julian Ku, a professor in constitutional law at Hofstra University in New York.

The writing was on the wall for the ROC when in July 1971 US Secretary Henry Kissinger secretly visited Beijing, paving the way for former US President Richard Nixon's historic visit the following year.

By October 1971, the ROC was formally expelled from the UN and eight years later the US broke off diplomatic relations.

The Illiberal Tide - Why the International Order Is Tilting Toward Autocracy | Foreign Affairs - March 2021 |

Beyond neoliberalism and emerging markets | Brookings Institution |

The neoliberal policy agenda for emerging markets was flawed and incomplete in many ways. Its shortcomings stand out in five particular areas. First, neoliberalism did not pay sufficient attention to the risk of financial crises and to the devastating impact of such downturns on economies' long run trajectories. Second, neoliberals tended to dogmatically reject industrial policy, even though support for industries has at times proven very effective (particularly in Asia).3 Third, neoliberalism was largely indifferent to inequalities, considering distributional issues as (at best) a second-order concern. Fourth, the environment was under-prioritized, leading some countries to pursue economic policies that aggressively degraded environmental resources, which led to costly health hazards from polluted air and contaminated food, among other harms. Fifth and not least, neoliberal policy failed to grapple with how dysfunctional political processes could allow for the elite capture of the state, and how politics constrains economic policy options. These issues are important policy challenges in their own right, but are also instrumentally important to neoliberalism's primary objective of economic growth.

Xi-Biden's rare long virtual meet concludes, 'injects certainty into bilateral ties'

The first face-to-face virtual meeting between the top two leaders lasted three hours and a half after they opened their talks on a friendly note. Chinese observers said that the meeting will inject certainty into the bilateral ties and is sending a signal that the two countries will cooperate in many areas despite they could not avoid fierce competition, and the fact that they are trying to manage competition is itself a positive sign for the world.

A video released by China Central Television showed that Xi hailed Biden as an old friend in the opening remarks, saying that he was very happy to see his old friend and it's crucial for China and the US to work together in addressing common challenges.

Both China and the US are at critical stages of development, and the "global village" of humanity faces multiple challenges, the Chinese president said.

Tensions are high between both countries. The US has accused China of genocide in its repression of the predominantly Muslim Uyghur minority in the western region of Xinjiang - an allegation China has strongly denied.

Will the UK now follow suit? London does not officially accuse Chinese President Xi Jinping's Communist regime of genocide, but Foreign Secretary Liz Truss has reportedly said just that in private conversations.

Some months ago, a senior UK official, intimately involved in policy on China, told me they thought the UK would be seen as America's "poodle" if it joined a boycott.

Why Is the US Saying India Could Face Sanctions for Buying Russian S-400 Missile Systems? | The Wire - Jan. 20, 2021 |

US unlikely to impose CAATSA sanctions on India for S-400, but other Russian deals won't be easy

Sources told ThePrint that President Joe Biden's administration is unlikely to approve India's purchase of Russian S-400 air defense systems under the Countering America's Adversaries Through Sanctions Act (CAATSA).

The $5.43 billion S-400 `Triumph' missile system deal will make headlines during the visit of the Russian President to India. Vladimir Putin on 6 December During this he will hold summit talks with Prime Minister Narendra Modi.

PM Narendra Modi with US President Joe Biden during their bilateral meeting in Washington on 24 September 2021

The India-Russia annual summit will also see the foreign and defense ministers of the two countries come together for the first time this year as they plan to give a special tag to the relationship, as New Delhi has done with its quad. Partners (USA, Japan and Australia).

The two sides are expected to sign a 10-year military technical agreement. The mutual exchange of logistics agreement is also ready for Washington to sign all the red rags.

While the US has not made public its stance on how the US will treat India on CAATSA with respect to the S-400, the Biden administration has asked New Delhi during diplomatic interactions to give the President a waiver. "willing" to. For the S-400 deal as a one-time exception "only" for India, the source said.

Passed in August 2017, CAATSA provides for sanctions by the US against countries doing business with Moscow.

Press review: How the Putin-Modi summit panned out | Tass |

Moscow and New Delhi see eye to eye on many global issues, Russian President Vladimir Putin said at his meeting with Indian Prime Minister Narendra Modi. The summit concluded with the signing of a package of agreements in several areas, including a military-technical cooperation program through 2031. A Joint Statement called "Partnership for Peace, Progress, and Prosperity" was also adopted at the summit's conclusion. According to experts interviewed by Izvestia, Russian-Indian bilateral dialogue is progressing on a positive, although the bilateral agenda has a few bumps along the way.

Cooperation in space and civil nuclear energy, in particular, is growing, according to Modi. Military contacts are also gaining traction, as can be seen with joint drills between the two countries' armed services being performed on a regular basis. India's military forces are 60-70% outfitted with Russian equipment, according to Russian Ambassador to India Nikolay Kudashev. Moscow began delivering its S-400 anti-aircraft missile systems to India in November, following a $5 bln contract inked in 2018.
