Biden lands overseas without deal after House delays infrastructure vote

House progressives, whose votes are needed for passage of Biden's domestic agenda, have insisted they need firm commitment from holdout moderate Sens. Joe Manchin, D-W.Va., and Kyrsten Sinema, D-Ariz., to the social spending package that Biden lands overseas without deal after House delays infrastructure vote the White House proposed on Thursday before they pledge their votes to the Senate-passed infrastructure bill.

The Progressive Caucus late Thursday voted internally to endorse Biden's proposed framework -- but members indicated they are holding the line until the social spending bill is ready for a vote.

"There are too many no votes for the BIF to pass today," Chair of the Congressional Progressive Caucus Pramila Jayapal, D-Wash., told reporters.

Biden's credibility on climate in the balance at UN summit in Glasgow | NBC News |

EDINBURGH, Scotland -- President Joe Biden heads to a make-or-break global climate summit with one hand tied behind his back, with uncertainty over his ability to push the U.S. to forceful climate action muddying his message that other nations must step up.

For months, Biden made no secret of the fact that he wanted to show up at the U.N. summit in Glasgow with powerful measures signed into law to prove the U.S. was making good on his ambitious pledge to slash emissions. If not a signed law, at least a successful vote in Congress. If not a vote, at least unanimous Democratic support for a deal he could say was "as good as done."

He will arrive Monday in Scotland with none of the above, as ongoing wrangling within his own party casts a shadow of ambiguity over landmark U.S. climate legislation.

Biden's scaled-down spending bill has big upsides for climate fight | NBC News - Oct. 29, 2021 |

Many climate activists are applauding the $1.75 trillion spending bill unveiled Thursday by President Joe Biden, a move that experts say will be crucial to staving off the worst effects of global warming and building a more livable future.

Biden's proposed framework includes $555 billion in clean energy investments, incentives and tax credits that would help the country meet its goal of reducing greenhouse gas emissions by at least 50 percent by 2030. If passed, environmental experts said it's the type of legislation that could create much-needed momentum to slash pollution levels and address the climate crisis in the United States and on the global stage.

Some environmental advocates had hoped for an even larger climate package.

"The Build Back Better Framework announced by the White House today doesn't go far enough to address the economic and climate crises facing our generation," Cristina Tzintzún Ramirez, president of NextGen America, a progressive advocacy nonprofit started by billionaire and former Democratic presidential candidate Tom Steyer, said in a news release. "A few moderate Democrats negotiated against the best interest of the American people, forcing the rest of their party to renege on essential promises."

Sam Ricketts, co-founder and co-director of the climate advocacy group Evergreen Action, said lawmakers should feel increased urgency to pass the revamped Build Back Better act, but added that the proposal itself should benefit Biden by demonstrating to other nations that the U.S. is actively working to achieve its emissions targets.

"This will show the global community that America really is an ally and can be a leader in driving forward global climate efforts," Ricketts said. "It shows that after four years of President Trump's outright climate denial, the U.S. government is moving with leadership against this global crisis."

The proposed climate bill will also give the U.S. stronger footing in Scotland during negotiations with other top emitters, including China.

"The Biden administration will have more leverage to push other countries to make strong commitments," said Danielle Arostegui, a senior climate analyst at the Environmental Defense Fund. "We can show that we're putting our money where our mouth is."

Why progressives still aren't voting for the infrastructure bill

Progressives fear further cuts -- and some worry the bill might be abandoned altogether -- if Manchin and Sinema can't be compelled to accept the $1.75 trillion spending proposal currently on offer.

Their strategy to pin the senators down was on display, when the Congressional Progressive Caucus refused to move forward on a bipartisan infrastructure bill without a simultaneous vote on Democrats' larger social spending bill.

Biden is unable to unite his own party that send him to Washington, he promised to unite a divided Congress and America ... reality is not Facebook, but the risk of losing the 2024 Presidential election ... the American 21st Century is two decades old and already appears ready for the grave.

Elections are a warning shot for Democrats. Will they heed it?

How many votes do we need ... find them or you're fired!

I have been interested in the U.S. elections ever since 1960 ... with the disappointment of 8 years Hope and Yes We Can, living 4 years in fear, I have retired from any optimism with Joe Biden as president. America I don't care ... your policies are for the rich and you have abandoned your own .... too many issues don't get solved starting with universal healthcare and a decent income for all. Domestic violence, poverty, racism, guns and military wars of choice and aggression. I push the pause button and turn away in distress.

Biden Didn't Cause Inflation or Supply-Chain Problems, But He's Working to Solve Them

Republicans keep misattributing inflation to President Joe Biden and Congressional Democrats for working to continue the government spending Republicans supported last year to save the economy from complete pandemic disaster and to invest in projects and tax policy to undo the neglect and wealth hoarding wrought by Republicans under the previous administration. We thus must keep correcting them.

Suburban shifts hand GOP Virginia along with fresh messaging | ABC News |

Democrats wanted to talk about Trump in the governor's race in Virginia, rightly noting his continued dominance inside the GOP. But Republican candidate Glenn Youngkin preferred to talk about inflation, school safety, COVID mandates and parents' control of curriculum.

He employed plenty of right-wing buzzwords ....

Youngkin effectively flipped the suburbs en route to victory, carrying that subset of voters by a margin of 53-47, according to exit polls. Biden carried those same suburbs 53-45 a year ago.

Statewide in Virginia, exit polls showed white women breaking for Youngkin 57-43 after Biden carried them 50-49 last year. White men with college degrees favored Youngkin, 56-44; Trump won them by only three points, 49-46, in 2020.

The Island in the Wind
A Danish community's victory over carbon emissions | The New Yorker - July 7, 2008 |

Energy positive: how Denmark's Samsø island switched to zero carbon | The Guardian - Feb. 24, 2017 |

Anyone doubting the potential of renewable energy need look no further than the Danish island of Samsø. The 4,000-inhabitant island nestled in the Kattegat Sea has been energy-positive for the past decade, producing more energy from wind and biomass than it consumes.

Samsø's transformation from a carbon-dependent importer of oil and coal-fuelled electricity to a paragon of renewables started in 1998. That year, the island won a competition sponsored by the Danish ministry of environment and energy that was looking for a showcase community - one that could prove the country's freshly announced Kyoto target to cut greenhouse gas emissions by 21% was, in fact, achievable.

Interview: Samsø's Renewable Energy Magician

Hermansen's native Samsø is a small, blustery island nestled in Denmark's Kattegat Strait. At one time it was a cluster of farming communities powered by coal and oil, now it's an impressive showcase of sustainable power: wind turbines, district heating plants, rapeseed oil tractors and solar panels.

Over a ten-year period, as a result of skillful community engagement, realistic analysis, and deep understanding of local sensitivities, Hermansen helped set up investment plans for residents to buy in to a suite of alternative energies including wind and solar. Islanders exchanged their oil-burning furnaces for centralized plants that burn leftover straw or wood chips to produce heat and hot water. They bought shares in new wind turbines, which generated the capital to build 11 large land-based turbines, enough to meet the entire island's electricity needs.

... and they were the few willing to engage in discussions ... back home, it's so much worse.

Highlighting the dismissal of climate science that permeates the GOP unlike any other major political party around the world, Steve Scalise, the Republican whip in the House of Representatives, said last week that "it gets warmer, it gets colder - that's called Mother Nature".

Scalise added that "carbon emissions have been around from when before man walked the Earth ... the idea that hurricanes or wildfires were caused in just the last few years is just fallacy."

Other Republicans attacked Biden's attendance at the talks. Senator John Barrasso, of Wyoming, questioned the emissions of flying a "bloated US delegation" to Scotland while Senator John Kennedy, of Louisiana, said that Biden, his climate envoy John Kerry and "other Trotsky-like wokers" want to "buy natural gas and oil from other countries, and basically give countries that hate us more money, so they'll have weapons to try to kill us".

The comments have prompted ridicule from climate experts.

With this lacking, critics say the party's gradual change in rhetoric is little more than a superficial rebrand to avoid alienating the growing number of American voters, battered by several years of worsening fires and floods, who say they are alarmed about the climate emergency.  Republicans also remain closely aligned to the fossil fuel industry. At a recent Congressional questioning of the oil and gas companies that knowingly caused dangerous global heating, several GOP members apologized to executives for the hearing and refrained from asking them about climate change.
