I suppose, by "occupied territories" Vereschuk alludes to LPR, DPR, Kherson, Zaporizh* oblasts and Crimea whose residents, or collaborators, voted to secede from Ukraine and accept incorporation with Russian Federation ("annexation"). Which, of course, NATO functionaries condemned. Before then and even before PUTIN authorized domestic draft notices (reserve "mobilization" ending Nov), however, Russian media had reported consular officers—aka Gauleiters— established in Ukraine municipalities and check-points as well as refugee centers to process RF passport applications from all comers seeking RF guaranteed social benefit payments including but not limited to employment contracts.

EU refugee strait could worsen in 2023 without policy change
Russia's war against Ukraine has triggered a large movement of refugees toward the West.

Some 4.8 million people were registered as ["]temporary protection seekers["] by the UN Refugee Agency through early December, mainly in the eastern European Union: Poland, Germany, the Baltics, Romania and Slovakia. Depending on the course of the war, next year could see even bigger numbers.

The position of foreign affairs minister Halbe Zijlstra, who lied about being in Russian president Vladimir Putin's dacha, has come under further pressure following the intervention of former Shell chief Jeroen van der Veer. Zijlstra 'borrowed' the story from Van der Veer and concluded from his words that there was a threat of war with Russia.

In his original version of the story, Zijlstra, who worked for Shell at the time, claimed he had been a back room in the dacha when he heard Putin define 'Greater Russia' as 'Russia, Belarus, Ukraine and the Baltic states.' Putin then added that 'Kazakhstan was nice to have'. However, Van der Veer told the Volkskrant in an email that he had spoken to Zijlstra about Putin in a more wide-ranging conversation but that Putin's remark about Greater Russia was 'historically intended'.

Ground-breaking proof that there are foreign volunteers in Ukraine!! Cat, you're a legend.

It can be argued that the difference between a volunteer and a mercenary is in the head of the soldier : are they doing it for the money? Is the pay really that good?

"Mercenaries", in the real world, are people who have a commercial contract to fight, generally through an organisation, legal or not, which provides fighters to a third party (e.g. Wagner). If you find any evidence of that on the Ukrainian side, I'm sure you'll let us know.

That foreign countries or organisations have helped train Ukrainian troops is well known, and has no apparent connection to your "mercenary" theme. (unless you are asserting that Ukrainian soldiers become mercenaries by the fact of being trained in another country in order to fight in Ukraine? I don't have a fine legal mind so you may have to walk me through it)

Fun Fact : Russian troops have been sent to Belarus to participate in training exercises. Are they now mercenaries?

The Russian Federation may offer Ukraine a "Korean scenario" for the truce, which would mean the division of the country. Oleksiy Danilov, the secretary of Ukraine's National Security and Defense Council, said this on Ukraine's television, Ukrinform reports.

"We are currently being offered the Korean scenario. The so-called conditional '38th parallel.' Here are Ukrainians, but there Ukrainians are not like that. The Russians will now invent anything. I know for sure that one of the options they can offer us is the '38th parallel'," Danilov said.

At the same time, Danilov said that during a recent meeting, Korean representatives noted that establishing the division of the Korean peninsula into two parts along the 38th parallel was a mistake as the concessions made in the 1950s after the end of the war between North Korea and South Korea are currently leading to problems.

Belarus will also face new sanctions for continuing to support Russia's military actions against Ukraine. hum hum. Expanded LNG export facilities in North America offer a huge windfall for exporters, because they now get Eurasian prices for their gas. However, the fact that N American gas is still effectively stranded is illustrated that the domestic price (Henry hub) has retreated to historic levels, less than $4 USD/MMBtu, whereas world prices are ten times that...  with um no short-term fix in view.

Which means that BASF must surely be eyeing up plant sites in the USA...

Platts, part of S&P Global Commodity Insights, will discontinue its restricted-origin European ULSD cargo assessments, with effect from March 1.

However, none of these battle tanks run on crude oil; they consume "discounted"— or "premium"— priced refined "fuel oil" (gasoline, diesel, jet, kerosene). Regardless of "fuel oil" type, the optimal, maximum operating range is 340 mi (550 km) without refueling. Which implies above all that the Price Cap Coalition must guarantee daily supply of various "fuel oil" to Ukrainian MBT operators wherever and whenever necessity demands fuel; the probability that the "global" supply chain is willing or able to deliver such "Russian-origin" crude and oil products by sea or pipe to Ukraine's ports ≤ the price cap is nil; therefore, S/T and L/T search for OPEC, NOPEC "excess capacity" will also fail to "stabilize" the prices of these "dual-use" commodities, much less secure and fulfill NATO's current "fuel oil" demand worldwide.

Unless RF destroys NATO gifts (tanks, vehicles, jets) to the UAF faster than NATO can replenish them.

The T-72B1 is powered by a multi-fuel V-12 piston air-cooled 840 hp engine that will run on three fuels: Diesel, Benzene or Kerosene. In 1917, Skoropadsky apparently lacked significant political ambitions. An aristocrat and one of the major landowners in Ukraine, he was wary of the Provisional Government and Central Rada's socialist views. Skoropadsky's election as General Ataman of the Free Cossacks was one of the few illustrious moments in his political career. At the beginning of the 20th century, dressing up as a Cossack was an oddity even by violent revolutionary standards.

Skoropadsky was the descendant of a Cossack hetman who lived 200 years earlier. This strengthened his authority in the eyes of the Ukrainians. Moreover, in contrast to the demagogues of the Central Rada, Skoropadsky had money, social influence, and combat experience - a solid foundation for power in revolutionary times.

Before the Bolsheviks' offensive in Ukraine, Skoropadsky resigned, which saved his reputation during the fall of the Central Rada. After the UPR was returned to Kiev, Skoropadsky engaged in building ties with the Ukrainian elites and the leadership of the German and Austrian occupation forces. The latter were interested in the exportation of food from Ukraine, which the UPR leadership could not provide. Skoropadsky, on the other hand, relied on major landowners and could easily ensure German interests.

Despite the shrinking number of political leaders, this year's attendance list is rich in top managers. According to Bloomberg, a total of 116 billionaires are attending the WEF this year, a 40% rise from ten years ago. Representatives from the US will form the largest group with 33 delegates. Some 18 more billionaires are coming from Europe, and 13 from India, including industrialist Gautam Adani, the world's fourth-richest person, according to the Bloomberg Billionaires Index.

What Is the Great Reset?

Klaus Schwab and co-founder WEF Thierry Malleret published a book called COVID-19: The Great Reset. In the book, they define the Great Reset as a means of addressing the "weaknesses of capitalism" that were purportedly exposed by the COVID pandemic. Misconceptions spread like a wildfire across a cork dry prairie filled with tumbleweed ...

The specific phrase "Great Reset" came into general circulation over a decade ago, with the publication of a 2010 book, The Great Reset, by American urban studies scholar Richard Florida. Written in the aftermath of the 2008 financial crisis, Florida's book argued that the 2008 economic crash was the latest in a series of Great Resets--including the Long Depression of the 1870s and the Great Depression of the 1930s--which he defined as periods of paradigm-shifting systemic innovation.

Four years after Florida's book was published, at the 2014 annual meeting of the WEF, Schwab declared: "What we want to do in Davos this year . . . is to push the reset button"--and subsequently the image of a reset button would appear on the WEF's website.

In 2018 and 2019, the WEF organized two events that became the primary inspiration for the current Great Reset project--and also, for obvious reasons, fresh fodder for conspiracy theorists. (Don't blame me for the latter--all I'm doing is relating the historical facts.)

An important insight. Whether the Holodomor was a deliberate genocide or an administrative error, it could not have happened without a totalitarian government ruling by terror. The memory of those events are a powerful motive for Ukrainians to resist Putin's Russia, not out of revenge, but of fear of a repeat. The Russian junta increasingly exhibits the aforementioned characteristics.

I have found one (1) relevant empirical research doc (Ukraine 1900-2009 data series) surfing the innerboobs in a torrent of US Depression era "dustbowl" historiography and anti-communist Great Famine screeds—the subject of numerous post-hoc formulaic, "liberal" correctives published after 1982 derive—but zero (0) empirical records documenting either drought, famine, or "food insecurity" related to western Europe, much less any other region of the world in the period. Which I find as peculiar as the "megadrought" archival void between, say, 120K BCE and 1315 CE (imputed interpretations of "ring" dendrology and ice cores), not to mention the fact that the US Drought Monitor surveillance begins 1950. The "Global" Drought Monitor series begins 1955.

Help. Help put paid to lie "once in 100 year" myths.

I've read this review of Anne Applebaum's book:

(1) She discusses the harvests and procurements in separate, inconsistent passages. She refers to the 1932 harvest being "40 percent below the plan for the USSR, and 60 percent in Ukraine" (190), but she never explains what those harvest plans were. Yet on the same page, she writes "Intriguingly, the overall drop in production was not as dramatic as it had been in 1921," and she cites official total Soviet harvest data for 1931-1934, all in the range of 67-69 million tons, showing no decline. She never addresses this inconsistency. She does not mention that Davies and Wheatcroft, whose work she cites for the 40 percent and 60 percent declines, gave much lower figures for 1931 and 1932.17   In other passages she implies or explicitly refers to "harvest failure" in Ukraine (209, 211, 213, 283). Yet in her conclusions she ignores these earlier statements and evidence. In fact, the official figure for the 1932 harvest of 69 million tons that Applebaum cites (190) was a pre-harvest forecast, and the actual 1932 harvest was much smaller. The kolkhoz annual reports, which included final harvest data, reported that the 1932 harvest was extremely low, and the 1933 harvest much larger.18

Applebaum's discussion of the grain procurements is similarly inconsistent and incomplete. She refers to the "unrealistic, impossible procurement plan of 5.8 million tons" for 1932, (179) yet earlier she wrote that the 1931 plan was 8.3 million tons (168), and she never compares the two or explains why the lower 1932 plan was "impossible" while the higher 1931 plan was not.19   She also does not explain that this 1932 plan was reduced from the original 1932 procurement plan of 7.1 million tons.20   The regime announced the reduced procurement plan for 1932 in a long decree published on 6 May that granted peasants and kolkhozy the right to sell their produce on the free market after fulfilling procurement quotas.21  This was a crucial decision in Soviet history because it laid the basis for the kolkhoz private-plot economy that played a major role in food production to the end of the Soviet regime. Yet she calls it an "an edict" that "forbid peasants from trading" until meeting procurement quotas (195), completely omitting its reduction of those quotas, including Ukraine's from 7.12 million tons to 5.83 million tons, or almost 20 percent. She does not even footnote or give any other reference to this document, which was in her sources. 

Applebaum does cite correspondence between Stalin and Kaganovich in July 1932 about reducing Ukraine's procurement plan, but she never states that they actually did reduce the plan (179) or how it would have changed the procurement plan. She also claims that in the winter of 1933 Stalin refused to "ease up on grain collections" (193). Her sources, however, show that the regime reduced procurement targets for Ukraine four times: in the May 1932 decree by 1.3 million tons, as noted; in July by 40 million puds, 656,000 tons, more than ten percent of Ukraine's plan; in October by an additional 70 million puds, 1.15 million tons; and in January 1933 by 28 million puds, 459,000 tons.22  In all the cases after May, Stalin reduced procurements in response to appeals from Ukraine to help starving peasants. He even turned down other provinces' requests for reduced procurements while granting Ukraine's, which Applebaum does not mention.23   Finally, on 5 February, the regime ordered local officials to stop procurements and focus on seed, and began providing food relief.24

The Soviet government thus reduced Ukraine's procurements from kolkhozy and peasants in 1932 not by a begrudged 40 million puds, 656,000 tons, as Applebaum ambiguously implies, but from 434 million puds to 218 million puds, 7.1 million tons to 3.57 million tons, or approximately half. Even with the procurements required from state farms, the total procurement plan for Ukraine was reduced to 260 million puds, or 4.2 million tons, about one-third below the 1931 actual procurements.25   Although this evidence is in Applebaum's sources, she misrepresented the second reduction, failed to explain the first, never mentioned the third, fourth, or the decree suspending procurements, and never stated the final procurement plan. And she criticized other scholars for cherry-picking (49-50)! Applebaum notes later that the regime reduced procurement for Ukraine from the 1933 harvest by 915,000 tons (284), yet she never explains that they cut procurements in 1932 four times as much. Even with that reduction, actual grain procurements for 1933, 6.2 million tons, were larger than those for 1932, 4.2 million tons. These data, in her sources, are central for understanding the famine, but she never cites them.26


Which, gives a lot of sources. Supposedly the definitive work on grain production is
Davies and Wheatcroft, Years of Hunger, Palgrave MacMillan, 2004, 449. 
but I haven't read it.

In Losurdo's Stalin book he makes the case that none of Stalin's enemies, including Trotsky who supported Ukrainian independence in his later years claimed that there was intent in the famine.

Thanks for another sample of "anti-communist Great Famine screeds", but no. Applebaum (!) is a polemic graduate of the Jared Diamond School of Interpretive Neolithic Race Theory. This cohort litters the innerbbobs with STALIN and MAO penny dreadfuls. I did scan some in search of contemporaneous, empirical records but found instead circular references to a limited set of "econometric" (aka cliometric) models of supply and demand, ceteris paribus, if at all.

Conversely, one ought not discount the probability that search engines highly rank such a class of um literature and exclude controversial references to drought reseach, in general, and famine afflicting the HISTORIC "granary of Europe", specifically, to vindicate the present, political coalition against Russia's brutal, unprovoked war: Remembering The Holodomor.

I tested quite a few keyword combinations and plowed through dozens of result pages before finding one (1) relevant "peer-reviewed" colloquium presentation (2019) from Odessa State Environmental University.

I want to understand drought data series—of geographic regional scope in the period, 1900-1955— to comprenhend the frequency of adverse environmental conditions ("exogenous factors" to which "expert" economists allude) that determine and disrupt customary social practices, of which [INSERT HUMAN INDUSTRY]. Criticism of anecdotal agricultural organization, yield, and distribution, when and where FORCES OF NATURE ("hydroclimatic extremes") preclude such, is nonsensical.

A bit hard to parse, because it's poorly written : French West Africa of the time is easily bigger than the Ukraine. He seems to be talking about the West Niger famine of 1931 (a small subset of FWA), which caused tens of thousands of deaths.

The linked article comments on the mediocrity of the French administrators, and their responsibilities. Possibly an apposite comparison to Stalin and Yagoda's apparatchiks.

I suspect they would have continued to produce it by the traditional methods. The original problem for the Bolsheviks was that traditionally involved landowners being richer than the others, which was unacceptable. The subsequent problem is that their solutions (forced collectivization) turned out to be not fit for purpose.

I'm not saying that it couldn't have been accomplished without millions of deaths -- on the contrary! I think that globally, they were just too stupid to manage it, and far too eager to apply brute force to any problem.

I've read enough about the period, and the meta discussion to call the charge of genocide ludicrous. Certainly not enough to have a well founded critique or defense of the specific policies. However, one of the constants in human history is that both land reform and industrialization tend to be incredibly violent affairs. And both the USSR and China experienced vast increases during Stalin's and Mao's lifetimes, something you really didn't happen during the Enclosure in the UK for example.

I agree about the genocide framing; it is hyperbole (in particular, because over a million Russians died in other regions during the same period of collectivisation).

But I can't accept a sanguine "shit happens" interpretation either; when you revolutionise agriculture for the benefit of the poor, it's not just an unfortunate side-effect when several million of them die in the process.

In the case of Ukrainians (and Khazaks), the memory of that process is tainted by the fact that it was imposed by foreigners.

Dujarric: Well, the basic reason is one of security guarantees. We did have as you said, the political agreement. But for such a complex and delicate mission and dangerous mission, let's face it in what is an active war zone.  We require a clear safety and access guarantees from both sides and we didn't feel we had received them.
Question: And you didn't feel that there was any possibility of getting those guarantees in the future because...?
Dujarric: I mean, inshallah, we can only hope that in the future there will be the right conditions and we, of course, stand ready to reconstitute the team.  But at some point, you have people on standby, you have an infrastructure that's ready to go.  It was clear to us that we should disband, let the people return to their daytime jobs.  And of course, the Secretary-General stands ready to reconstitute the Mission extremely quickly should the guarantees been given.
Question:  And what are the implications for this... of the families of the prisoners in Olenivka who have been waiting for this Fact-Finding Mission to really find out what happened there?
Dujarric: I think the implications are clear.  There will not be a fact-finding mission from the UN to establish the facts.  What we want to see is that the obligations of the Russian Federation and of Ukraine in terms of access by the ICRC to prisoners be fully respected.

Bolsonaro condemns denounces violence, denies responsibility
Far-right ex-president of Brazil, Jair Bolsonaro, has just tweeted condemning today's attacks, but denying that he bears responsibility for the storming of Brazil's democratic institutions, saying that he "repudiate[s] the accusations, without evidence, attributed to me by the current head of the executive of Brazil".

In a press conference on Sunday, Lula blamed Bolsonaro for the attacks.

"This genocidist ... is encouraging this via social media from Miami," Lula said, referring to Bolsonaro. "Everybody knows there are various speeches of the ex-president encouraging this."

Bolsonaro, an acolyte of Donald Trump's who has yet to concede defeat, has peddled the false claim that Brazil's electronic voting system was prone to fraud, spawning a violent movement of election deniers.

Bolsonaro, who has been seen in Florida in recent days, has barely spoken in public since losing the election.

Before US sanctions were imposed, South Korea was the biggest importer of Iranian condensate. Asian customers favour Iran's South Pars condensate for its rich yield of naphtha, a raw material that is a key feedstock for the petrochemical industry. Moreover, South Korean buyers have preferred Iranian condensate over Qatari condensate because of its relatively [comparatively] cheaper price. In 2018, South Korea bought and tested 23 different types of condensate from 15 countries as possible substitutes for Iranian condensate at a cost of about US$9 billion....

The New Zealand Labour Party is my old firm. Talented leaders are few and far between. Ardern has my admiration for getting her priorities right (daughter born in office who will be starting school in a few weeks; boyfriend she hasn't got around to marrying yet).

She lacks an obvious successor; this is compounded by the fact that Labour were most likely heading for a beating in the elections in October, even if she stayed in charge.
My personal favourite to succeed her is Kiri Allan - a charismatic, funny, divorced cancer-surviving Maori lesbian (lots of bases covered there). Note the name. But give her three or six years.

I work in support of critical applications for public infrastructure.

Appalling. Maximum turnaround on an application that critical shouldn't exceed four hours (and backup systems to provide critical information should be immediate).

Utah's Great Salt Lake, Replenishment Program
Plans are in place to build a series of desalination plants near The Great Salt Lake. The brine can be pumped into the lake and it will have far less salinity than the water in the lake. There are two existing major salt manufacturing plants in the area and brine can be pumped into drying beds and be processed by the existing salt companies. The salt will be used as table salt, snow [?!] melt, in water softeners and on the public roads. This desalination plant will have no impact on the environment.

Turns out that I was wrong (possibly). I had assumed that the Rio Grande intersected with the Ogallala aquifer, but it's further west, from Nebraska to Texas. It is fossil water (most of it probably dating from the last Ice Age) and is being depleted for agriculture, also coal and oil extraction.

Unfortunately I have not been able to visit the most famous parks and wonders of nature in the States, but did travel the route from LA to SF and reverse three times and recall the seventies. Amazing spots, love Monterey, Carmel at the Sea and Santa Barbara. Stayed a few days in Carmel Valley, a very romantic spot ... fond memories.

On one occasion a long stretch of the coastal highway was blocked and we traveled the inner highway and passed Vandenberg AFB and rocket site.

The Big Sur area is one of the most landslide-prone stretches of the California coast, with over 1,500 mapped historic large landslides. Historically, landslide activity has increased during severe El Niño years. During the 1972-1973 El Niño season, a landslide along the Big Sur coast resulted in one death. Throughout the 1997-1998 El Niño season, Highway 1 closed all along the Big Sur Coast due to flooding and mudslides and about 40 different sections of the highway were damaged. 

In more recent year's numerous landslide events have been recorded in Big Sur, damaging structures, and forcing the closure of Highway 1. 2017 saw record damage along Highway 1. In February, a column of the Pfeiffer Canyon Bridge was displaced by an active landslide, which moved eight inches in one night and destabilized the bridge. This section of Highway 1 was closed for eight months and the new bridge cost about $24 million. In March of 2017, Paul's Slide buried Highway 1 with debris and left only 11 feet of roadway. Around 2 million cubic yards of material came down the hill. In May, at Mud Creek, a deep-rooted debris flow caused by the heavy winter rains, covered a quarter mile of the Highway 1 in 6 million cubic yards of debris.

Devastating fires have destroyed much of the beauty I imagine. At the time the single fire we witnessed was east of San Diego when we traveled a mountainous road to visit Indian reservations. The volunteer fire fighters traveled in a single truck likely build in the 1930s ... something from the Keystone Cops era of Hollywood. Amazing.

Biden did not only target Russia, but even more he knee capped a rising economic competitor, the EU.

The Trump MAGA policy was embraced by Joe ... trade with China would be reduced and critical manufacturing should be onshore, the lesson of pharma during the pandemic. The Defense Production Act symbolizes the future of America's Hermit demeanor. Self-sustainability or autarky as future economic model.

Globalization must be reversed and the strategy of Deglobalization must take priority above all.

The US let the Arab states fund the first Afghan and Iraq War. US soldiers returning in body bags would be detrimental to the succes of the campaigns after 9/11. Second Iraq War became too similar to the Vietnam War, Bush hiding transport of dead soldiers.

The US enforces a growth of NATO to play act in Libya, Syria and today in Ukraine. European nations carry an equal financial burden and their defense material will be ordered with sticker Made In USA.

The Ukraine War is equally an attack on the economies of Europe's industrial heart. Cheap gas from Russia delivered wealth to the EU, especially Germany.

The Global economic community wil split, not in half bur 25/75 in favor of the Far East, India, Indonesia, Central Asia, Arab states and Iran plus majority of Africa and South America. Japan, South Korea and Australia will side with NATO.

The failed coup d'état of  July 2016, [originated on NATO Incirlik airbase] to overthrow Erdogan, loosened the ties with aggressor NATO, a heavy blow to the alliance. Türkiye had been withheld to become a member of the EU [fast-track of Ukraine in comparison] so all paths are open looking East to join China-led SCO.

I wasn't able to ascertain what it is you disagree with in Todd's theses.

The only part that I can agree with in what Todd is saying, is that conservative social values  of Putin's Russia is appealing to the populations of a large part of the world. I would nuance that by saying that is above all the leadership of those countries that find those social values, and its authoritarianism, so appealing.

As I told Frank a few weeks ago, I'm posting this Newsroom for the last time. I did a few adjustments, removing the special "Brexit" section that has been there for perhaps too long and essentially reverting to an older template.

For more than fifteen years, I have really enjoyed this place: I learned a lot of things, there were interesting and insightful debates and the occasional meet-ups in Paris were great.

All of this is long gone now; I'm hardly visiting and don't really feel like reading, let alone comment. The only occasions we have any significant number of people lately have been the passing of Helen a year ago and AR Geezer last July. And the debate is gone: there's only posting, a good quantity to be sure, but not much that catches my eye - I'll leave it at that.

Maybe the site has outrun its usefulness, maybe the political blog format of the aughties is no longer adapted in the age of FB, Insta and Twitter, maybe Jêrome's initial ambition to "bring DKos to Europe" was a pipe dream from the get go, but in the end, ET is now over for me and I'm moving on.

Thanks a lot to all for your friendship over these years. I'll follow Frank at Slugger and if anyone wants to keep in touch, he has my contact info.

Happy new year all!

I'd come back pretty randomly (a friend asked me to forward my articles about Piketty's capital) after such a long time away (years...)...

and that is to learn of three sad pieces of news: Helen and Geezer's deaths, and now Bernard's departure (admittedly only from this part of the world).

Helen was far too young, and I would have been sure to try to meet her once I eventually would return to London. It won't have the same flavour when I do, although I'll go to the very pub where we would have met had she still been alive.

I see on my right a number of articles with titles that make me want to read them, so I'll find the time to - in fact I am amazed that there is so much production. Many thanks to all who still take the time!
