Press statement by President von der Leyen on the ninth package of sanctions against Russia

The eight packages of sanctions we introduced so far are already biting hard. And today, we are stepping up the pressure on Russia, with a ninth package of sanctions.

First, we are proposing to add almost 200 additional individuals and entities to our sanctions list. This includes the Russian armed forces, as well as individual officers and defence industrial companies, members of the State Duma and Federation Council, ministers, governors and political parties, among others. This list covers key figures in Russia's brutal and deliberate missile strikes against civilians, in the kidnapping  of Ukrainian children to Russia, and in the theft of Ukrainian agricultural products.

Second, we propose to introduce sanctions against three additional Russian banks, including a full transaction ban on the Russian Regional Development Bank to further paralyse Putin's cash machines.

Third, we also want to impose new export controls and restrictions, particularly for dual-use goods. This includes key chemicals, nerve agents, electronics and IT components that could be used by the Russian war machine.

Fourth, we will cut Russia's access to all sorts of drones and unmanned aerial vehicles. We propose to ban the direct exports of drone engines to Russia and the export to any third countries, such as Iran, which could supply drones to Russia.

We will also target the Russian propaganda machine by taking four additional channels off the air and all other distribution platforms.

And we propose further economic measures against the Russian energy and mining sector, including a ban on new mining investments in Russia.

This package comes on top of the full EU import ban on Russian seaborne oil that came into force this week. As well as the global oil price cap agreed between the G7.

The Bulgarian government has criticized the Netherlands' decision to block the southeastern EU member's accession into Europe's passport-free Schengen zone, calling it an act of "cynicism."

Dutch Prime Minister Mark Rutte's government on December 2 announced that it will agree with Romania and Croatia's joining the Schengen zone, but will block Bulgaria's admission.

It said its veto was prompted by Bulgaria's failure to achieve satisfactory results in the fight against corruption and organized crime.

The EU justice ministers will decide on accepting Bulgaria, Croatia, and Romania in Schengen at a meeting on December 8 and 9.

Prime Minister Mark Rutte's ruling VVD party is the only party in the ruling coalition to oppose a bill that would oblige municipalities to receive their fair share of asylum seekers as it prefers to explore ways to limit migration flows to the country.

The Dutch coalition, which consists of the People's Party for Freedom and Democracy (VVD), Democrats 66, Christian Democratic Appeal, and the Christian Union, failed to agree on a new asylum law that would make it easier to oblige municipalities to receive asylum seekers.

In a letter sent to the president of the House of Representatives of the States General, State Secretary for Justice and Security Eric van der Burg wrote that, despite all efforts, "there is currently no finalised bill that can be submitted for consultation."
"Discussions on the bill are still ongoing. As soon as there is a conclusion, I will inform your House about this," he added.

The VVD prefers to focus on discussing ways to limit the migration influx into the Netherlands rather than obliging municipalities to accommodate people and are not happy with the lack of measures proposed to limit the influx, NOS reported.

"This is embarrassing. The asylum crisis should be solved quickly, but the VVD is delaying any measure. We are waiting for several months now, and three deadlines are passed," Socialist Party MP Jasper van Dijk told EURACTIV.

"If there is no solution this week, I predict a crisis," he added.
