China Can't Be Peace Mediator for Ukraine, Lithuania Says - FM Landsbergis
"We've already seen that they are aligning themselves, or they want Russia to align to their version of the global order," Landsbergis told Bloomberg TV's Maria Tadeo after a meeting of his NATO counterparts in Brussels. Finland's NCP narrowly leads PM Marin in early election count | The Guardian |

With 40.1 percent of votes counted, opposition party leads PM's party by 0.1 percent, according to justice ministry.

Finland's prime minister, Sanna Marin, was facing a battle to hold on to power on Sunday with the country's conservative opposition National Coalition party (NCP) holding a narrow early lead in a knife-edge general election.

Among the 40% of voters who cast their ballots before election day on Sunday, the NCP garnered a score of 20.8%, fractionally ahead of Marin's centre-left Social Democrats (SDP) on 20.7%. The far-right, nationalist Finns party scored 18.6%.

The early vote tally is often skewed, however, and analysts warned against reading too much into the partial results as counting continued.

The party winning the vote will have the first shot at forming a coalition, but talks are set to be long and tortuous.

Sanna Marin defeated by Finland's conservatives in tight race | BBC News |

Finnish conservative leader Petteri Orpo has won a nail-biting three-way election race, defeating Prime Minister Sanna Marin's centre left.

"We got the biggest mandate," said the leader of the National Coalition Party, after a dramatic night in which the result gradually swung away from Ms Marin's Social Democrats.

Mr Orpo secured 20.8% of the vote, ahead of the right-wing populist Finns Party with a record 20.1% and the centre left.

It is a bitter defeat for Ms Marin, who increased her party's seats and secured 19.9% of the vote [dropped to 3rd place!]. She continues to enjoy high poll ratings and has been widely praised for steering Finland towards imminent entry into NATO.

2023 Finnish parliamentary election - Wikipedia

Five Government parties and four opposition parties finished with seats in parliament split dead even, 100-100. It is expected that National Coalition Party's Petteri Orpo with his incoming plurality will begin government formation negotiations.

Following the April 2019 parliamentary election, the Social Democratic Party (SDP), led by Antti Rinne, formed a government with the Centre Party, Green League, Left Alliance, and the Swedish People's Party, with Rinne serving as prime minister. Later that year, Rinne was involved in a political scandal regarding the Finnish postal service, after which he resigned. Sanna Marin succeeded him, becoming the world's youngest serving prime minister.

economics.kiev.ua | Proclamation by Hitler of the project of the European Federation
Information from a German Industrialist

On May 13, it was reported that information had been received, indirectly, from the director of an important German industrial concern, who claimed to have excellent connections in the German Foreign Office.

The main feature of the message was that if a definite agreement was not reached by the end of May that would allow large-scale German economic penetration and exploitation of the USSR, a war would be launched against that country, preparations for which should have been completed before the end of May.

2. During the last few days the following information has been received, indirectly, from the same German industrialist, and part of the proclamation is based, according to him, on what he learned from his friend in the German Foreign Office of Germany. This industrialist is not our regular source and we have no way of verifying his reliability beyond the information cited above; but independent information from Vichy cited at the end of this report corroborates his claims and there were also isolated signs of a coming peace movement involving Spain, France, Switzerland and the Vatican.

EU puts trade WEAPON on the table. Will it shoot?, 30 Mar NEW! "anti-coercion instrument"
It's a message that [European] Commission President Ursula von der Leyen will deliver when she visits China next week, together with French President Emmanuel Macron.
[...]
Namechecking [sic] this week's political agreement to create a so-called anti-coercion instrument in a speech in Brussels on Thursday, von der Leyen said: "We now need the unity at EU level for a bolder and faster use of those instruments when they are required and a more assertive approach to enforcement [of WHAT?]."
archive extortion
The new rules will empower the Commission to investigate whether coercion has happened and to propose countermeasures—handing the executive greater [exclusive]competence in the making of foreign policy, an area where EU countries have traditionally called the shots.
Interestingly, Hobbes seems to share Aquinas' view that acting from fear does not undercut the voluntariness [volition] of one's acts, as he famously asserts that "covenants extorted by fear are valid" (Hobbes 1651, Ch. 14).
Countermeasures [read: anit-coercion instrument mechanism tool rules sanction] that the Commission [EC] could deploy include increased customs duties [read: tariffs], intellectual property restrictions or export controls [read: "EU embargo"], under a time-bound procedure lasting no more than a year. Details are still to be worked out but a final deal is expected before the summer break, with the anti-coercion free will instrument likely to enter force in the second half of the year.

The anti-coercion tool [sic] was originally inspired by former U.S. President Donald TRUMP's imposition in 2018 of steel tariffs against the EU [exports] on national security grounds, which pushed Brussels to raise its game and seek to strengthen its own trade defenses.

'Bonus bonanza' behind major strike, Norway
Norwegian labour leaders and employers' representatives fundamentally disagree over whether a 5.2 percent wage increase would have given workers the "real pay growth" they sought. Reports last week of a surprising jump in the current inflation rate, to 6.5 percent, didn't help, but it's arguably the double-digit increases in top management compensation that prompted trade union federations to break off talks and call 25,000 workers all over the country out on strike this week in a wide variety of sectors.
[...]
The battle between management and workers flared on state broadcaster NRK's popular morning radio program Politisk kvarter, with labour leader Jørn Eggum of Fellesforbundet blasting the "bonus bonanza" enjoyed by executives at many of Norway's highly profitable companies, and industrial employers' leader Stein Lier-Hansen of Norsk Industri suggesting the labour leaders are just seeking "revenge." At issue, though, is how executives routinely receive huge bonuses tied to profits on top of multi-million-kroner salaries, a practice that resulted in total compensation increases as high as 20 percent of even more last year. Workers, meanwhile, haven't seen real wage growth for the past two years, longer in many sectors. Their purchasing power has declined, and labour leaders think it's time for that to stop.

India-China competition, OPEC cuts nudge Urals above price cap, 5 Apr
Russian Urals oil broke through the  $60 per barrel price cap on Wednesday ... three sources involved in Russian oil trade said and Reuters calculations showed.
That means it's working!
Prices in excess of the cap complicate trade for Russia, which has been excluded from the international financing system [SWIFT] by Western sanctions as [seaborne] Urals can only trade in dollars [nope], the currency of international Price Cap Coalition commodity trade, provided it is sold below the $60 limit. Otherwise another currency has to be used.
another currency? That's crazy talk. oh. look. another archive.org subscriber hack
Further price support came from a term agreement signed at the end of March by Russia's largest oil producer Rosneft (ROSN.MM) and India's top refiner Indian Oil Corp (IOC.NS).

The Urals oil price for a particular deal is normally calculated on the basis of a monthly or several-days average of Brent [?!] differentials. Given current ICE Brent and dated Brent prices, Urals oil cargoes on Wednesday traded slightly above $60 per barrel on a FOB (free on board) basis in Russian western ports, according to Reuters calculations.

whitehouse | Remarks by National Security Advisor Jake Sullivan on Renewing American Economic Leadership at the Brookings Institution
I want to start by thanking all of you for indulging a National Security Advisor to discuss economics.

As most of you know, Secretary Yellen gave an important speech just down the street last week on our [Office of Foreign Asset Contol] policy with respect to China. Today I'd like to zoom out to our broader international economic policy, particularly as it relates to President Biden's core commitment—indeed, to his daily direction to us—to more deeply integrate domestic policy and foreign policy

on value chain bankruptcy and supply chain arbitrage
AFTER THE SECOND WORLD WAR, the United States led a fragmented world to build [back better] a new international economic order. It lifted hundreds of millions of people out of poverty. It sustained THRILLING technological revolutions. And it helped the United States and many other nations around the world achieve NEW! levels of prosperity.
< wipes tears >
That's why the United States, under President Biden, is pursuing a modern industrial and innovation strategy--both at home and with partners around the world. One that invests in the sources of our own economic and technological strength, that promotes diversified and resilient global supply chains, that sets high standards for everything[,] from labor and the environment to trusted technology and good governance, and that deploys capital to deliver on public goods like climate and health.

Now, the idea that a "new Washington consensus," as some people have referred to it, is somehow America alone, or America and the West to the exclusion of others, is just flat wrong.

After the 11th punitive sanctions list issued by the nine heads of the G7 restrains global trade with authoritarian eNitIties that HOARD our "critical minerals" and flaut our CYBER safey mechanisms....
This strategy will build a fairer, more durableglobal economic order, for the benefit of ourselves and for people everywhere.

So today, what I want to do is lay out what we are endeavoring to do. And I'll start by defining the CHALLENGES as we see them--the CHALLENGES that we face.  To take them on, we've had to revisit some old assumptions. Then I'll walk through, step by step, how our approach is tailored to meeting those CHALLENGES.
[...]

OLD assumptions
  1. (value chain composition) America's industrial base had been "hollowed out"
  2. (perfect competition) power of "oversimplified" market efficiency
  3. (profit maximization) All growth is good growth
  4. (monopoly practices) "economic integration would make nations more responsible and open, and that the global order would be more peaceful and cooperative--that bringing countries into the rules-based order would incentivize [sic] them to adhere to its rules"
  5. (choice theory) economic growth or meeting our climate goals"
NEW plan
  1. "laying a new foundation at home--with a modern American industrial strategy": (a) "targeted public investments" (b) "crowding in private investment" (c) appropriating $3.5T over 10 years
  2. working with our partners to ensure they are building capacity, resilience, and inclusiveness (Inflation Reduction Act "friendshoring")
  3. moving beyond traditional trade deals to innovative new international economic partnerships focused on the CORE CHALLENGES of our time (geology? no!): IPEF, Americas Partnership for Economic Prosperity (APEP), USMCA, and WTO proceduarl drama
  4. FDI in emerging economies "enabled by a different brand of U.S. diplomacy": (a) update multilateral development banks' "operating models" with (b) Partnership for Global Infrastructure and Investment (PGII) loan origination and "SWIFT-like" (c) export controls

DW | Germany shuts down its last nuclear power stations
[...]
Asia expands its nuclear capacity
Nevertheless, China, Russia and India in particular are all planning to build new nuclear power plants. China, where there is virtually no civil society to fight new projects, wants to build another 47 plants. China already produces more nuclear power than France.

It is often argued that expanding nuclear power production protects the climate because it emits hardly any carbon dioxide. Even Japan wants to return to more nuclear power, despite the 2001 earthquake that caused several nuclear reactors to rupture in succession, forcing the initial closure of several nuclear power plants.

Since then, however, some reactors have been brought back online. Now the Japanese government has decided: The resource-poor country wants to build new reactors and let its old ones run for up to 70 years.

ASEAN | ASEAN, UK reaffirm commitment to strengthen dialogue partnership
... At the meeting, officials from both sides exchanged views on the developments in ASEAN and the UK and reviewed cooperation between both sides. The meeting noted the progress in the implementation of the ASEAN-United Kingdom Plan of Action (POA) (2022-2026) which serves as a guide to further substantiate the partnership with a focus on areas of mutual interest and benefit. The meeting hoped that the effective implementation of the POA will contribute to further enhancing cooperation between the two sides.

The meeting touched upon four key economic partnership priorities that ASEAN aims to further advance with the UK through economic cooperation and integration efforts that are fit-for-purpose for the 21st century environment, namely strengthening market integration; sustainability and decarbonisation; digital transformation; and inclusivity, including micro, small and medium enterprises (MSMEs) and Public-Private Partnership.

On the ASEAN Outlook on the Indo-Pacific (AOIP), ASEAN encouraged the UK to develop and support cooperation projects and activities which dovetail with the areas of cooperation of the AOIP such as on maritime cooperation, connectivity, UN Sustainable Development Goals (SDGs) 2030, as well as economic and other areas of cooperation....

von.gov.ng | ICT [sic] Orders US To Pay Compensation For Freezing Iranian Assets, 30 Mar
The International Court of Justice, ICJ, has ordered the United States to pay compensation to Iranian companies after ruling that Washington had illegally allowed courts to freeze their assets. The United Nations' top court, also known as the World Court, did not specify the exact amount in its ruling on Thursday but said it would be determined in a later phase.

In a blow for Tehran, however, the tribunal in The Hague said it did not have jurisdiction over $1.75bn in frozen assets from Iran's central bank held in a Citibank [!] account in New York, by far the largest amount claimed back by Tehran.
[...]
the ICJ ruled that it was still in place at the time of the freezing of the assets of Iranian commercial companies and entities, and that therefore Washington violated the treaty. According to the judges, however, the court has no jurisdiction over the $1.75bn in assets held by the US because Iran's central bank - known as the Bank Markazi - is not a commercial enterprise, and thus not protected by the treaty.

gov.br | Brazil-China Joint Statement on combating climate change, 14 Apr
[...]
  1. Developing countries require predictable and adequate support from developed countries, including climate finance at the necessary and commensurable scope, scale and speed, as well as access to technology and markets to ensure and enable their sustainable development. Considering that the implementation of a just transition to a low carbon and climate-resilient economy in developing countries will cost trillions, as presented in the first Report on the determination of the needs of developing countries related to implementing the UNFCCC and its Paris Agreement, we continue to be very concerned that climate finance provided by developed countries continues to fall short of the USD 100 billion per year commitment, as it has every year since the goal was set in 2009, even as the actual amount needed far surpasses that commitment. We urge developed countries to honor their unfulfilled climate finance obligations, and to commit to their new collective quantified goal that goes well beyond the floor of USD 100 billion per year and provide a clear roadmap of doubling adaptation finance. Such provision of means of implementation for developing countries is the climate ambition the world needs in order to strengthen implementation of the UNFCCC and its Paris Agreement.
  2. We are determined to contribute to a successful COP28 with the focus on implementation, in Dubai, later this year. As the main mechanism for promoting implementation and ambition on all aspects of the Paris Agreement under the UNFCCC, the Global Stocktake must be effective in assessing and identifying implementation gaps within the climate regime, whilst prospectively laying the foundations for developed countries taking the lead in emission reduction and fulfilling outstanding gaps in means of implementation for developing countries.

Manipulation by White House and Pentagon war propaganda

Brazilian President Luiz Inacio Lula da Silva is "parroting Russian and Chinese propaganda" by claiming that the West is not interested in ending the fighting in Ukraine, US National Security Council spokesman John Kirby has stated.

During his visit to China last week, Lula said that "the US needs to stop encouraging war and start talking about peace. The European Union needs to start talking about peace."

The leftist politician, who made a comeback as Brazilian president after succeeding Jair Bolsonaro in early 2023, also reportedly suggested that the status of Crimea should be up for discussion during the talks between Moscow and Kiev. Lula also offered to become a part of the group mediating a peaceful settlement.

UN warns of lab risk, more [South Sudanese] displacement amid Sudan conflict
[...]
Dr. Nima Saeed Abid, the World Health Organization's representative in Sudan, expressed concerns that "one of the fighting parties" -- he did not identify which one -- had seized control of the central public health laboratory in Khartoum and "kicked out all of the technicians."

"That is extremely, extremely dangerous because we have polio isolates in the [BSL-x] lab. We have measles isolates in the lab. We have cholera isolates in the lab," he told a U.N. briefing in Geneva by video call from Port Sudan. "There is a huge biological risk associated with the occupation of the central public health lab in Khartoum by one of the fighting parties."

but no vaccines? m'k
The expulsion of technicians and power cuts in Khartoum mean "it is not possible to properly manage the biological materials that are stored in the lab for medical purposes," WHO said.

The lab is located in central Khartoum, close to flashpoints of the fighting that pits Sudan's military against the Rapid Support Forces, a paramilitary group that grew out of the notorious Janjaweed militias implicated in atrocities in the Darfur [Sudan] conflict.

That's it; end of message. The remainder of the story abuses the status of "refugees" from "insurgent" South Sudan (xstian) ppl in (mooslim, "Arab") Sudan since, like, 1955. Which is what one ought to expect from "journalists" who do not "recognize" the 55th member of the African Union (AU), those attached to "Burma", those who can't identify any other civil war "paramilitary groups," and those who trust G7 "dual-use" conformity with the UN Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction, Because®.

The NBC News survey finds a combined 41% of registered voters saying they'd definitely or probably vote for Biden in the general election, versus 47% who say they'd vote for the eventual Republican nominee.

Large majorities of Americans sour on the prospect of a Trump v. Biden rematch in 2024

whitehouse | Key decisions and challenges surrounding the U.S. withdrawal from Afghanistan, 12 pp after-action REVIEW

... President Biden's choices for how to execute a withdrawal from Afghanistan were severely constrained by conditions created by his predecessor. When President TRUMP took office in 2017, there were more than 10,000 troops in Afghanistan. Eighteen months later, after introducing more than 3,000 additional troops just to maintain the stalemate, President TRUMP ordered direct talks with the Taliban without consulting with our allies and partners or allowing the Afghan government at the negotiating table. In September 2019, President TRUMP EMBOLDED the Taliban by PUBLICLY CONSIDERING inviting them to Camp David on the anniversary of 9/11. In February 2020, the United States and the Taliban reached a deal, known as the Doha Agreement, under which the United States agreed to withdraw all U.S. forces from Afghanistan by May 2021.

INNA PANDEMIC! MAGA INSURGENT PURGE!
Over his last 11 months in office, President TRUMP ordered a series of drawdowns of U.S. troops. By June 2020, President Trump reduced U.S. troops in Afghanistan to 8,600. In September 2020, he directed a further draw down to 4,500. A month later, President TRUMP tweeted, to the surprise of military advisors, that the remaining U.S. troops in Afghanistan should be "home by Christmas!"

Press Briefing by Press Secretary Karine Jean-Pierre and National Security Council Coordinator for Strategic Communications John Kirby, 11-13 Apr ancestral home itinerary
MR. KIRBY:  Thank you, Karine.

Afternoon, everybody. So, as Karine just mentioned, the President is traveling to the United Kingdom and Ireland this week. And as I think you all also know, he's very excited for this trip and has been now for quite some time.

Tomorrow [11 Apr] he will depart for Belfast, where he'll be greeted upon arrival at the airport by Prime Minister Sunak, who he also just saw last month in San Diego at the AUKUS announcement.

On Wednesday, President Biden will meet with Prime Minister Sunak bilaterally.  From there, President Biden will head to Ulster University to deliver remarks marking the tremendous progress since the signing of the Belfast/Good Friday Agreement 25 years ago.  And he'll underscore the readiness of the United States to preserve those gains and support Northern Ireland's vast economic potential to the benefit of all communities.
[...]

He will then deliver remarks at St. Muredach's Cathedral, which his great-great-grandfather -- great-great-great-grandfather -- sorry -- Edward Blewitt sold 27,000 bricks to in 1827. Those bricks were used to construct and support the great cathedral and helped Edward afford to buy tickets for himself and for his family to sail together to America decades later in 1851.

Despite his French surname and hailing from Pennsylvania, settled by German colonists, Biden claims Irish ancestry and Roman Catholic faith.

But British domestic intelligence agency MI5 has already uncovered a bomb plot by Irish Republican Army splinter group the New IRA. The US president will travel with a huge Secret Service security detail, reportedly packing an arsenal of over 300 firearms and a motorcade of up to 40 bullet-poof cars. Biden will be welcomed to the city by British Prime Minister Rishi Sunak -- whose name he has repeatedly mispronounced as "Rashid Sunook."
[...]

The President is very much looking forward to that trip, again, and to celebrating the deep, historic ties that our two countries and our two people continue to share.

With that, I'll take some questions.

House passes $1.5 trillion debt limit increase, spending cuts
[...]
House Democrats all voted against the bill, arguing that Congress should raise the debt limit without conditions. They also slammed the spending cuts in the bill, saying they would have a massive impact on government programs Americans depend on from health care and nutrition services to education and infrastructure.
Debt Is (Mostly) Money We Owe to Ourselves
The debt limit "x date"  -- when the Treasury Department is at risk of running out of cash and wiggle room [techTalk!] under the borrowing cap to pay bondholders and other obligations -- will hit as early as June. The exact timing will depend in large part on tax receipts the Treasury is still analyzing, but the department plans to release an updated forecast later this week or next.

The Senate is planning to ignore House Republicans' bill, but will be under pressure to either negotiate or act on an alternative plan. Senate Majority Leader Charles E. Schumer offered no indication Wednesday that the House vote would change his negotiating posture.

"What this means, I believe, is that a country with its own currency would not be subject to the kind of self-fulfilling panic that is now arguably hitting Italy."

"We think what Speaker McCarthy and the House have done is going to bring us closer to default, not further away from it," the New York Democrat said.

OPINION: Democrats' skepticism of Feinstein well-founded

Much of this distrust is centered on still-unanswered questions regarding her decision to support President George W. Bush's request for authorization to invade Iraq, which her main challenger--California State Senate leader Kevin De León--raised during his convention speech prior to the vote where he outpolled the incumbent by a sizable majority.

Following the state convention, there were a number of media analyses which claimed that Feinstein receiving only 37 percent support among convention-goers was due what was referred to as opposition by the "far left" of the party.

However, there is nothing "far left" about opposing candidates who effectively reject the prohibitions in the United Nations Charter and the Nuremburg Principles against any country invading another regardless of the humanitarian, strategic, economic and environmental consequences.

Continuing with the Goebbels lie he was cheated out of the 2020 election. What an extreme bull$hitter.

  • During his 25-minute speech, the 2024 White House contender repeated many of his campaign points, arguing that he has been the victim of a Democratic conspiracy to jeopardise his re-election bid
  • Trump began by denying his guilt and saying that his opponents "seek to destroy" the US
  • He then falsely claimed that every single pundit and legal analyst said there is no case against him
  • Trump reiterated personal attacks on Manhattan district attorney Alvin Bragg - whose office is prosecuting the case - and the family of the judge overseeing Trump's case
  • "I have a Trump-hating judge from a Trump-hating family," he said, calling the court biased against him
  • "Our country is going to hell," he said, listing all the ways that he claims to have been persecuted since launching his 2016 presidential campaign

From BBC News w/o a note the article, nor on tv news report, these statements by the former president are fake and false.

rollcall | Treasury tops up TAX CREDITS where fossil fuel jobs were lost, 4 Apr
...The Treasury Department released guidance Tuesday detailing how clean energy producers can receive more in federal tax credits if they build climate-friendly projects in areas [states] that were once hubs for coal and oil jobs. The Treasury is offering the credits under an August law that contained $270 billion in tax breaks for clean energy.

The Energy Department separately rolled out an initiative to spend $450 million from the 2021 bipartisan [Infrastructure Investment and Jobs Act for clean energy-related experimental projects on land formerly used for mining....

hankyoreh | US to require Korean chipmakers to cough up trade secrets in exchange for incentives tax credits, 29 Mar
Based on the CHIPS and Science Act, the US Department of Commerce [Gina "School Lunch Debt" Raimondo] is insisting that companies building semiconductor production facilities in the US have to submit sensitive core business secrets such as semiconductor yields (the percentage of items without defects) when applying for incentives tax credits.

The request goes above and beyond ordinary business information such as general plans for procuring investment funds. It appears intended as a basis for detailed assessments of business information from investing companies, such as Samsung Electronics, with funds to be recovered if "surplus profits" are discovered.
[...]

"knowledge transfer" term sheet
The department also requested the submission of detailed forecasts for the facilities' operation in a category labeled "financial model." Companies are to provide information about quarterly operation rates for facilities, wafer production volumes, yields, and anticipated prices and sales by product type.
[...]
Under this system, companies such as Samsung Electronics and SK Hynix would ultimately have to provide the US with detailed information on yields and other business secrets and assume wide-ranging responsibilities for production workforce education in order to receive subsidies tax credits/abatements/reimbusements/increment financing.

In a so-called "guardrail" announced on March 21, the department said that companies receiving subsidies tax credits may not expand production in China by more than 5% over a ten-year period. This would leave South Korean companies that want subsidies tax credits in the position of bearing the burden of unforeseen developments that arise.

Polish energy expert, Piotr Przybyło, believes that compared with Germany, Poland is doing the terminal on the cheap. Russia-U.S. tensions could lead to uranium export ban, causing uranium price to soar [09.03.23]
Adnani pointed out that 20 percent of the United States's energy generation is from nuclear power, and that the U.S. produces very little uranium domestically. Most of the country's uranium is imported from Russia, Kazakhstan, and Uzbekistan.

"The U.S. is the largest consumer of uranium in the world," he said. "They consume 50 million pounds per annum. There is almost zero domestic production capabilities right now."

Adnani, who has two decades of experience in the uranium industry, said that if the U.S. sanctions Russian uranium or Russia enacts an export ban, the results would "shake this market," causing "upward pressure" on the uranium price. However, he said that the uranium price, which is currently trading at around $51 per pound, needs to reach at least $60 in order to make mining economically feasible.

rollcall | As European TAX looms, a border FEE draws bipartisan focus, ally v ally carbon CREDITS
[...]
[CA Rep Scott] Peters and [DE Rep Chris] Coons introduced legislation last Congress to implement a tax on a range of imported commodities, specifically steel, aluminum, cement, iron, and the three fossil fuels: coal, oil, and gas.

The uptick in congressional interest comes as the European Union, The World's Largest trading bloc, is on track to implement the first phase of a carbon border scheme in October. The policy will place fees on certain of imported goods, including iron and steel, cement, fertilizer, aluminum, and electricity.
[...]
Greg Bertelsen, CEO of the Climate Leadership Council, an advocacy group that supports carbon pricing, said the origins of Republicans' interest in carbon border adjustment tools typically stems from economic or trade reasons, while the climate upside is secondary. For Democrats in Congress, it's often the reverse. No matter the topic that piqued other members' interest, the climate reduction benefits align with their agenda, Bertelsen said by phone.

"It's clear this agreement is one of convenience," House Ways and Means Committee ranking member Richard E. Neal [!], D-Mass., and Senate Finance Chair Ron Wyden, D-Ore., said in a statement. The recent deal with Japan is an example of these so-called Critical Minerals Agreements, and Treasury touted it as containing "robust obligations" to ensure free trade in critical minerals and "detailed undertakings related to the enforcement of labor and environmental laws."

But lawmakers such as House Ways and Means Trade Subcommittee ranking member Earl Blumenauer, D-Ore., said the administration is "redefining a Free Trade Agreement" with the guidance, and Rep. Dan Kildee, D-Mich., also a member of the subcommittee, accused the administration of "bypassing Congress' role in ratifying free trade agreements" with the deal.

ahjgroup | Black mass and the battery revolution: An overview of experimental research conducted by Alfred H. Knight, 10 Jan 2023, illustrated
...An anticipated shortfall in the availability of battery minerals is predicted by some investigators to result in a greater reliance on the recycling of end-of-life (EoL) LIB. Experimental research commissioned and conducted by Alfred H Knight and our partners explores the phase characteristics of the commercially important intermediate material, known as 'black mass.'

'Black mass' is the industry term used to describe a type of e-waste comprising crushed and shredded EoL battery cells. It contains mixtures of valuable metals including lithium, manganese, cobalt, and nickel.

Initially, waste batteries are collected, sorted, discharged, and disassembled. This is followed by mechanical crushing, drying, sorting sieving and pyrolysis to 700°C [1292°F!] to remove any remaining electrolyte and potentially hazardous to health fluorine-containing components. The resulting material is what is referred to in the battery recycling industry as 'black mass'....

Japan, US agree to cooperate on geothermal energy, 15 Apr marketing plan

The ["memorandum of commitment"] signed by Energy Secretary Jennifer Granholm and Japan's minister of economy, trade and industry, Yasutoshi Nishimura, says that geothermal energy is recognized as a "renewable energy technology that the United States and Japan can work together to advance."
[...]
The agreement did not specify expected spending but said each side would bear the costs associated with their own activities.
[...]
So far, Japan's geothermal capacity has been underutilized. It has dozens of small power plants run on the steaming hot springs dotted across the country, but together they account for less than 1% of its total power generating capacity.
[...]
Biomass and geothermal power also contribute less than 1% of U.S. generating capacity, according to the U.S. Energy Information Administration.
wut
The U.S. has the largest estimated geothermal potential, according to Japan's National Industrial Institute of Science and Technology, followed by Indonesia and Japan.
"Currently, Indonesia has about 2.28 gigawatts of installed geothermal power capacity; the US has 2.6 gigawatts of installed geothermal power capacity, the most in the world." wow.
But Japan ranks 9th in installed geothermal power generating capacity, while the U.S. is The Global Leader™.

Pumping Heat a Mile Underground Is Helping One City Cut Carbon (2023)

The experimental technology, called aquifer thermal energy storage, pumps hot water 1,300 meters below the surface, then brings it back up for use in municipal systems known as district heating when it's needed. If all goes as planned, by next year the technology will be able to provide heat to more than 13,000 households.

Energy storage is a crucial component of any transition to a lower-carbon economy. The primary sources of renewable energy, wind turbines, and solar collection panels, provide power only when the wind is blowing or the sun is shining. So they must be augmented either by conventional plants that can be brought quickly on- and off[-]line to meet shifts in demand, or by storage systems.

World's largest compressed air grid "batteries" will store up to 10GWh (2021)
technology that's been in use for decades is compressed air energy storage (CAES), which can store energy on a grid scale and is billed as having the reliability of pumped hydro, without the same constraints on where you can build it. The McIntosh Plant that's been running in Alabama since 1991 is still one of the largest energy storage plants in the world, at 110 MW and 2.86 GWh. The new Hydrostor®facilities are set to snatch the title though, providing almost twice the storage capacity. They will run on an updated version of the technology called advanced compressed air energy storage (A-CAES).
Compressed Air Energy Storage, 2016 - 2023
Compressed air energy storage (CAES) is based around the gas turbine cycle. Surplus power is used to compress air using a rotary compressor and then store it, often in an underground chamber. When the power is required, it is released from the chamber and passed through an air turbine that generates electricity from the flow of high pressure air. Output from the plant can be boosted by burning natural gas in the high pressure air before it enters the air turbine, as would happen in a conventional gas turbine. However this has the penalty of producing carbon dioxide emissions, which the plain storage plant does not. More advanced plants can store heat during air compression and releasing it during the expansion phase. Only two commercial CAES plants have ever been built.

Nekrasova, et al.,"Inorganic Sorbents for Wastewater Treatment from Radioactive Contaminants," Inorganics, 11(3) published 16 March 2023
The production and application of radionuclide-containing materials generate liquid radioactive waste (LRW) of various chemical compositions and activity levels. LRW presents the most severe potential environmental hazard due to its large volume and high total activity. Furthermore, during radiation accidents at the nuclear fuel cycle facilities, an uncontrolled release and migration of radioactive substances result in environmental pollution. As such, the radiation accidents at the Chernobyl Nuclear Power Plant of the USSR, in 1986 and Fukushima-1 Nuclear Power Plant of Japan, in 2011 brought an enormous environmental damage. Therefore, developing and upgrading techniques for decontaminating liquid radioactive waste and radioactively contaminated natural water is an important and challenging issue.

Physical adsorption and ion exchange-based sorption methods adopt a high profile among the physicochemical methods used for decontaminating aqueous solutions from toxic and radioactive impurities. Physical adsorption methods with various types of adsorbents, primarily active carbons, are mainly used at the initial stages of polluted water treatment to remove oil products, surfactants, uranium, and heavy metals.

Three-year extension for Northern Ireland veterinary medicines arrangements | Dec. 19, 2022 |

BVA and others were concerned more than half of all medicines currently available in Northern Ireland would have been discontinued from 1 January.

The post-Brexit grace period that allowed veterinary medicines to enter Northern Ireland without checks was due to expire at the end of this month, but it has now been extended to December 2025.

The European Commission said it had listened to concerns from stakeholders about the potential impact on animal health and welfare, food safety and public health, and that the decision meant citizens and businesses in Northern Ireland will continue to be able to buy veterinary medical products from inside the UK.

Animal health 'disaster'

Changes were pending as part of the latest implementation of the post-Brexit Northern Ireland Protocol, which aims to prevent a hard border between the province and the Republic of Ireland, but requires more checks and restrictions on goods leaving Great Britain for Northern Ireland.

In October, BVA president Malcolm Morley called on UK and EU leaders to work together to avert an animal welfare "disaster" if nearly half of all vet medicine supplies were effectively halted overnight.

He said all vet sectors would be affected and, in particular, cited lack of availability of Salmonella vaccines for poultry vets.

euronews | Are wind droughts a threat to the booming North Sea wind power industry?, 17 Apr
[...]
It's not hard to guess why the North Sea has been chosen. It's one of the windiest places on earth. By the end of this decade, the goal is for offshore wind to generate 65 gigawatts - that's the equivalent of 30 nuclear reactors.

What happens when the wind speed drops?

But what happens when the wind speed drops? And is global warming causing so-called wind droughts to happen more often?

"Climate change definitely can have an impact on wind variability," says Matti Juhani Koivisto, Senior Researcher at DTU Wind and Energy Systems. "There's a lot of uncertainty, we should say, between the models. But they seem to show a slight increase in variability, especially a bit more wind droughts."
[...]
"At lower wind speeds turbines produce less power," says Kenneth Thomsen, Head of Division at DTU Wind Turbine Design. "But we can change the design so that we have a bigger rotor compared to the generator and then it meets the rated power, sooner at a lower wind speed. And it means that it produces more constant power, even at lower wind speeds."

In the years ahead, our ability to measure and assess wind variability will be vital. Having reliable data about wind droughts and predictions of the conditions that we may face, will be crucial to manage effectively, with wind being just one component in a broader renewable European energy system.

The wind conditions over Europe in 2021 were first assessed by comparing the annual and quarterly average wind speeds at 100 metres above the surface to their average for the 1991-2020 reference period, using the ERA5 re[-]analysis dataset (Figure 1a). The 2021 annual mean wind speed was most below average in northwestern and central Europe, in a band stretching from the UK and Ireland, and their adjacent seas, to Germany and Czechia. This region experienced wind speeds as much as 10% below average in some places. In contrast, stronger-than-average winds prevailed over most of southeastern Europe, from Italy to Türkiye.

The decarbonisation of the energy sector will mean a growing share of renewables in final energy consumption (renewable energy represented 21.8% of energy consumed in the EU in 2021) and wind energy will be a key constituent in the EU's renewable basket. According to Wind Europe, the EU's electricity demand will more than double, from 3,000 TWh today to 6,800 TWh by 2050, with wind accounting for 50% of the EU's electricity mix. To make the most of Europe's wind resource, stakeholders all along the wind power supply chain—from planners to power plant operators—will need access to high quality data on wind variability across the continent. This is something that C3S provides.

Vortex - modelled data for the wind industry

The Vortex technology is based on a weather research and forecasting (WRF) model, which is a state-of-the-art non-linear flow code developed through a collaborative effort by several atmospheric research centres with contributions from the wind energy community. Vortex takes ERA5 data (of which the smallest grid unit is 25 kilometres) and uses it as a starting point to develop products that can reach a resolution of 100 metres. This is the level of detail needed to design windfarms and optimise their operations.

Could Dementia in the National Security Workforce Create a Security Threat?, Apr 2023
...The risk that an individual becomes a national security threat because of dementia symptoms depends on many factors, such as the nature of the classified information they hold, for how long the unauthorized disclosure of that information could cause damage (including serious or exceptionally grave damage), and whether the individual is targeted by an adversary....

aftershock.news | Horizontal skyscraper for 9 million inhabitants takes shape (photo gallery)

[machine translation] The Line project, first unveiled in 2021, is part of the Neom initiative in northwest Saudi Arabia. Neom is part of Saudi Arabia's Vision 2030 program to diversify the economy and reduce dependence on oil.

The city will be a straight "line" of two wall-like skyscrapers connected by bridges and an open space between them. They want to place residential, retail and entertainment areas, schools and offices in the buildings, and plant a large amount of greenery and parks in the open air. The buildings are planned to be clad with mirrored facades to emphasize the unique character of the project and blur the line between architecture and nature. An underground transport system running along the entire length of the megastructure will make it possible to get from one end of the city to the other in 20 minutes. There will be no cars in the city.

Designed as a sustainable alternative to traditional cities, the structure will be powered entirely by renewable energy, the Saudi government said. And the buildings plan to integrate vertical farming to provide residents with food. However, publications such as The Wall Street Journal believe that the project could negatively affect the environment, for example, become an obstacle to the migratory routes of birds.

Ex-Theranos executive Balwani is headed to prison after losing appeal, 7 Apr sexism
Ramesh "Sunny" Balwani, the former lover and business partner of Theranos Chief Executive Elizabeth Holmes, was sentenced to nearly 13 years in prison for his role in the company's blood-testing hoax—a punishment slightly longer than that given to Holmes, who was his accomplice in one of Silicon Valley's biggest scandals.

FTX attorney says $7.3B in assets recovered: 'Dumpster fire is out', 12 Apr IPR rehab
As it looks to the future, FTX is negotiating with stakeholders about options for restarting its crypto exchange, and it may make a decision on that in the current quarter, [FTX attorney Andy] Dietderich said. He offered few details on what a reboot might mean for FTX customers whose crypto deposits have been locked up during the bankruptcy case.

So far, FTX customers in Japan have been the only ones able to withdraw any funds so far, because of that country's relatively strong crypto regulations, Dietderich said. FTX would need significant capital to restart its crypto exchange, because the existing customer interface had little connection to the movement of money behind the scenes, the lawyer said.

"The app worked beautifully, but in truth it was a facade," Dietderich said.

Judge: 'No evidence' that Bankman-Fried needs FTX's $10 million [D&O] insurance policy, 12 Apr
Lawyers for FTX noted that other current and former employees of the crypto exchange are also eligible to use the insurance, and said that it would be unfair for Bankman-Fried to have special access to the policy.
