... The source spoke on the condition of anonymity, citing professional norms, ahead of French President Emmanuel Macron's visit to China.

"It's obvious that China is one of the few countries on Earth -- maybe the only country in the world -- to have a 'game-changer' effect on the conflict, for both sides," the source said.
Macron will arrive in Beijing on Wednesday [5 Apr] to start his visit, one day later than previously announced, and will also visit the southern city of Guangzhou before leaving China on April 8.

With meetings scheduled with Chinese President Xi Jinping and Premier Li Qiang, Macron aims to "find a space so that we can try initiatives that are useful to the Ukrainian people and then to find a way to identify solutions to end this war in the medium term," the source said.

He also said in his speech at the French Embassy in Beijing that Europe must not "separate" from China economically, claiming that France would "commit proactively to continue to have a commercial relationship with China," the media report said.

"We've already seen that they are aligning themselves, or they want Russia to align to their version of the global order," Landsbergis told Bloomberg TV's Maria Tadeo after a meeting of his NATO counterparts in Brussels. "And definitely in that world order, Ukraine is not able to maintain its full sovereignty."

He rejected China's proposals for an end to Russia's war in Ukraine. "It's not a peace plan. Definitely," he said. "You cannot have full sovereignty of a country and loss of territory."
Asked about European leaders flying into Beijing with business executives, Landsbergis replied: "Our consumers, people in Europe[,] should not have to pay the price for decisions made during business trips to Beijing." Macron's group includes a delegation of executives from large and small French companies.
Landsbergis said Lithuania had chosen to decouple from China, but that he understood not all countries could do the same. He added: "De-risking cannot be business as usual."

"I think this is a positive element," von der Leyen said. Von der Leyen warned China against sending military equipment to Russia, echoing a warning Wednesday by NATO's 31 member governments of "severe consequences" for shipments of weapons or ammunition.

Can Macron and Von der Leyen smooth EU-China relations?
"I know I can count on you to bring Russia to its senses and everyone to the negotiating table," Macron told Xi during their bilateral meeting in Beijing. Von der Leyen shared similar sentiments with the Chinese president.
In a trilateral meeting with Macron and representatives of the European Commission she said that she did not see "decoupling from China" as a viable or desirable strategy for smoothing China-EU relations. But she warned that there were a number of risks and critical imbalances in their economic relationship that should be addressed.

"I want to be very clear on that one, that arming the aggressor is a clear violation of international law. It's the aggressor and he should never be armed. And this would indeed significantly harm the relationship between the European Union and China," the European Commission President told reporters in Beijing.
"I did emphasise in our talks today that I stand firmly behind Ukrainian President Zelensk*'s peace plan. I also welcomed some of the principles that have been put forward by China. This is notably the case on the issue of nuclear safety and risk reduction and China's statement on the unacceptability of nuclear threats or the use of nuclear weapons," she said afterward.  ... "China being a permanent member of the United Nations Security Council has a big responsibility to use its influence in a friendship that is built on decades with Russia. And we count on China to really exert also this responsibility and to be very clear in the messaging," she said.
'Bring back China to reason'
A topic that was flagrantly avoided [?] by both leaders during their joint statement was Taiwan, despite Beijing sending warships around the island on Thursday following a meeting in Los Angeles between Taiwan's President Tsai Ing-wen and US House Speaker Kevin McCarthy. ... Von der Leyen confirmed, when asked by Euronews, that the topic was raised [!] during her meetings with the Chinese leadership.

"We all agree that stability in the Taiwan Strait is of paramount importance. We have a very clear interest in preserving this stability, the peace and the status quo in the Taiwan Strait. And therefore, nobody should unilaterally change the status quo by force in this region. The threat to or the use of force to change the status quo is unacceptable. And it is important that some of the tensions that might occur should be resolved through dialogue," she said.

It was a pattern on display again and again on Wednesday and Thursday, as CHINA TRIED TO PLAY DIVIDE AND CONQUER with the two leaders, who had teamed up on the visit to try and present A UNITED EUROPEAN FRONT.
On the homepage of news agency Xinhua, much of the focus on Wednesday centered entirely around Macron and China's ties with France, leaving THE EU an almost invisible subject.

Ukraine official names prerequisite for talks with Russia
That's according to Mykhailo Podolyak, the advisor to the head of the Ukrainian President's Office, Ukrinform reports.

"Let's call a spade a spade. Nobody allowed the Western minority to speak on behalf of all humankind," he said.

Thomas-Greenfield, the U.S. ambassador, told the council that Russia's actions during the 14-month war show that the invasion of UKRAINE isn't an isolated incident.

"This does not just concern UKRAINE or Europe," she said. "It concerns all of us. Because today it's UKRAINE, But tomorrow it could be another country, another small nation that is invaded by its larger neighbor the West."
There were about 50 countries that spoke, and many pointed to the increasing confrontation among U.N. member nations. With 40.1 percent of votes counted, opposition party leads PM's party by 0.1 percent, according to justice ministry.

Finland's prime minister, Sanna Marin, was facing a battle to hold on to power on Sunday with the country's conservative opposition National Coalition party (NCP) holding a narrow early lead in a knife-edge general election.

Among the 40% of voters who cast their ballots before election day on Sunday, the NCP garnered a score of 20.8%, fractionally ahead of Marin's centre-left Social Democrats (SDP) on 20.7%. The far-right, nationalist Finns party scored 18.6%.

The early vote tally is often skewed, however, and analysts warned against reading too much into the partial results as counting continued.

The party winning the vote will have the first shot at forming a coalition, but talks are set to be long and tortuous.

Finnish conservative leader Petteri Orpo has won a nail-biting three-way election race, defeating Prime Minister Sanna Marin's centre left.

"We got the biggest mandate," said the leader of the National Coalition Party, after a dramatic night in which the result gradually swung away from Ms Marin's Social Democrats.

Mr Orpo secured 20.8% of the vote, ahead of the right-wing populist Finns Party with a record 20.1% and the centre left.

Vladlen Tatarsky (real name Maxim Fomin) was a vocal supporter of Russia's war in Ukraine. He was a guest speaker at an event hosted by the cafe when the bomb went off.

Unlike many other Russian military bloggers and state media journalists in Ukraine, Tatarsky took up arms in combat operations, BBC Russia analyst Olga Robinson reports. It's a message that [European] Commission President Ursula von der Leyen will deliver when she visits China next week, together with French President Emmanuel Macron.
Namechecking [sic] this week's political agreement to create a so-called anti-coercion instrument in a speech in Brussels on Thursday, von der Leyen said: "We now need the unity at EU level for a bolder and faster use of those instruments when they are required and a more assertive approach to enforcement [of WHAT?]."

The new rules will empower the Commission to investigate whether coercion has happened and to propose countermeasures—handing the executive greater [exclusive]competence in the making of foreign policy, an area where EU countries have traditionally called the shots.

'Bonus bonanza' behind major strike, Norway
Norwegian labour leaders and employers' representatives fundamentally disagree over whether a 5.2 percent wage increase would have given workers the "real pay growth" they sought. Reports last week of a surprising jump in the current inflation rate, to 6.5 percent, didn't help, but it's arguably the double-digit increases in top management compensation that prompted trade union federations to break off talks and call 25,000 workers all over the country out on strike this week in a wide variety of sectors.
The battle between management and workers flared on state broadcaster NRK's popular morning radio program Politisk kvarter, with labour leader Jørn Eggum of Fellesforbundet blasting the "bonus bonanza" enjoyed by executives at many of Norway's highly profitable companies, and industrial employers' leader Stein Lier-Hansen of Norsk Industri suggesting the labour leaders are just seeking "revenge." At issue, though, is how executives routinely receive huge bonuses tied to profits on top of multi-million-kroner salaries, a practice that resulted in total compensation increases as high as 20 percent of even more last year. Workers, meanwhile, haven't seen real wage growth for the past two years, longer in many sectors. Their purchasing power has declined, and labour leaders think it's time for that to stop.

Russian Urals oil broke through the  $60 per barrel price cap on Wednesday ... three sources involved in Russian oil trade said and Reuters calculations showed.

Prices in excess of the cap complicate trade for Russia, which has been excluded from the international financing system [SWIFT] by Western sanctions as [seaborne] Urals can only trade in dollars [nope], the currency of international Price Cap Coalition commodity trade, provided it is sold below the $60 limit. German insurers Allianz and Munich Re have renewed cover for the damaged Russia-controlled Nord Stream 1 gas pipeline, five sources with knowledge of the matter said, indicating that its revival has not been ruled out after an alleged sabotage attack.

Today I'd like to zoom out to our broader international economic policy, particularly as it relates to President Biden's core commitment—indeed, to his daily direction to us—to more deeply integrate domestic policy and foreign policy

Nevertheless, China, Russia and India in particular are all planning to build new nuclear power plants. China, where there is virtually no civil society to fight new projects, wants to build another 47 plants. China already produces more nuclear power than France.

It is often argued that expanding nuclear power production protects the climate because it emits hardly any carbon dioxide. Even Japan wants to return to more nuclear power, despite the 2001 earthquake that caused several nuclear reactors to rupture in succession, forcing the initial closure of several nuclear power plants.

Since then, however, some reactors have been brought back online. Now the Japanese government has decided: The resource-poor country wants to build new reactors and let its old ones run for up to 70 years.

The International Court of Justice, ICJ, has ordered the United States to pay compensation to Iranian companies after ruling that Washington had illegally allowed courts to freeze their assets. The United Nations' top court, also known as the World Court, did not specify the exact amount in its ruling on Thursday but said it would be determined in a later phase.

In a blow for Tehran, however, the tribunal in The Hague said it did not have jurisdiction over $1.75bn in frozen assets from Iran's central bank held in a Citibank [!] account in New York, by far the largest amount claimed back by Tehran.

Iraq, KRG sign deal to restart oil exports through Türkiye
Iraqi Prime Minister Mohammed Shia Al Sudani and Masrour Barzani, prime minister of the Kurdistan Regional Government (KRG), announced the deal at a news conference in Baghdad.

"Halting the export of the region's oil harms Iraq's revenues," Sudani said, adding that the governments would work toward passing a federal law detailing the sharing of funds from oil and gas exports.

Exclusive: Saudi-Omani delegation to hold ceasefire talks with Yemen's Houthis in Sanaa, 7 Apr

OPINION: Democrats' skepticism of Feinstein well-founded

Much of this distrust is centered on still-unanswered questions regarding her decision to support President George W. Bush's request for authorization to invade Iraq, which her main challenger--California State Senate leader Kevin De León--raised during his convention speech prior to the vote where he outpolled the incumbent by a sizable majority.

Following the state convention, there were a number of media analyses which claimed that Feinstein receiving only 37 percent support among convention-goers was due what was referred to as opposition by the "far left" of the party.

However, there is nothing "far left" about opposing candidates who effectively reject the prohibitions in the United Nations Charter and the Nuremburg Principles against any country invading another regardless of the humanitarian, strategic, economic and environmental consequences.

Adnani, who has two decades of experience in the uranium industry, said that if the U.S. sanctions Russian uranium or Russia enacts an export ban, the results would "shake this market," causing "upward pressure" on the uranium price. There is growing demand from China, which is seeking uranium to load planned new nuclear power plants and to increase its own stockpiles, Mukanov said. China's goal is to have "uninterrupted long-term supplies," he said.

Japan, US agree to cooperate on geothermal energy, 15 Apr marketing plan

The ["memorandum of commitment"] signed by Energy Secretary Jennifer Granholm and Japan's minister of economy, trade and industry, Yasutoshi Nishimura, says that geothermal energy is recognized as a "renewable energy technology that the United States and Japan can work together to advance."
The agreement did not specify expected spending but said each side would bear the costs associated with their own activities.
So far, Japan's geothermal capacity has been underutilized. It has dozens of small power plants run on the steaming hot springs dotted across the country, but together they account for less than 1% of its total power generating capacity.
Biomass and geothermal power also contribute less than 1% of U.S. generating capacity, according to the U.S. Energy Information Administration.
The U.S. has the largest estimated geothermal potential, according to Japan's National Industrial Institute of Science and Technology, followed by Indonesia and Japan.

The experimental technology, called aquifer thermal energy storage, pumps hot water 1,300 meters below the surface, then brings it back up for use in municipal systems known as district heating when it's needed. If all goes as planned, by next year the technology will be able to provide heat to more than 13,000 households.

Energy storage is a crucial component of any transition to a lower-carbon economy. The primary sources of renewable energy, wind turbines, and solar collection panels, provide power only when the wind is blowing or the sun is shining. So they must be augmented either by conventional plants that can be brought quickly on- and off[-]line to meet shifts in demand, or by storage systems.

technology that's been in use for decades is compressed air energy storage (CAES), which can store energy on a grid scale and is billed as having the reliability of pumped hydro, without the same constraints on where you can build it. The McIntosh Plant that's been running in Alabama since 1991 is still one of the largest energy storage plants in the world, at 110 MW and 2.86 GWh. The new Hydrostor®facilities are set to snatch the title though, providing almost twice the storage capacity. They will run on an updated version of the technology called advanced compressed air energy storage (A-CAES).

Compressed air energy storage (CAES) is based around the gas turbine cycle. Surplus power is used to compress air using a rotary compressor and then store it, often in an underground chamber. When the power is required, it is released from the chamber and passed through an air turbine that generates electricity from the flow of high pressure air. Output from the plant can be boosted by burning natural gas in the high pressure air before it enters the air turbine, as would happen in a conventional gas turbine. However this has the penalty of producing carbon dioxide emissions, which the plain storage plant does not. More advanced plants can store heat during air compression and releasing it during the expansion phase. Only two commercial CAES plants have ever been built.

Therefore, developing and upgrading techniques for decontaminating liquid radioactive waste and radioactively contaminated natural water is an important and challenging issue.

BVA and others were concerned more than half of all medicines currently available in Northern Ireland would have been discontinued from 1 January.

The post-Brexit grace period that allowed veterinary medicines to enter Northern Ireland without checks was due to expire at the end of this month, but it has now been extended to December 2025.

The European Commission said it had listened to concerns from stakeholders about the potential impact on animal health and welfare, food safety and public health, and that the decision meant citizens and businesses in Northern Ireland will continue to be able to buy veterinary medical products from inside the UK.

Changes were pending as part of the latest implementation of the post-Brexit Northern Ireland Protocol, which aims to prevent a hard border between the province and the Republic of Ireland, but requires more checks and restrictions on goods leaving Great Britain for Northern Ireland.

In October, BVA president Malcolm Morley called on UK and EU leaders to work together to avert an animal welfare "disaster" if nearly half of all vet medicine supplies were effectively halted overnight.

He said all vet sectors would be affected and, in particular, cited lack of availability of Salmonella vaccines for poultry vets.

It's not hard to guess why the North Sea has been chosen. It's one of the windiest places on earth. By the end of this decade, the goal is for offshore wind to generate 65 gigawatts - that's the equivalent of 30 nuclear reactors.

What happens when the wind speed drops?

But what happens when the wind speed drops? And is global warming causing so-called wind droughts to happen more often?

"Climate change definitely can have an impact on wind variability," says Matti Juhani Koivisto, Senior Researcher at DTU Wind and Energy Systems. "There's a lot of uncertainty, we should say, between the models. But they seem to show a slight increase in variability, especially a bit more wind droughts."
"At lower wind speeds turbines produce less power," says Kenneth Thomsen, Head of Division at DTU Wind Turbine Design. "But we can change the design so that we have a bigger rotor compared to the generator and then it meets the rated power, sooner at a lower wind speed. And it means that it produces more constant power, even at lower wind speeds."

In the years ahead, our ability to measure and assess wind variability will be vital. Having reliable data about wind droughts and predictions of the conditions that we may face, will be crucial to manage effectively, with wind being just one component in a broader renewable European energy system.
