ICJ New Order Immediate Humanitarian Aid

By an Order dated 28 March 2024,

the International Court of Justice indicated additional provisional measures

in the case concerning 

Application of the Convention on the
Prevention and Punishment of the Crime of Genocide
in the Gaza Strip (South Africa v. Israel).

Israel to ensure aid deliveries

The ICJ provisional measures state that Israel, “in view of the worsening conditions of life faced by Palestinians in Gaza, in particular the spread of famine and starvation”, shall take “all necessary and effective measures to ensure, without delay, in full cooperation with the United Nations, the unhindered provision at scale by all concerned of urgently needed basic services and humanitarian assistance to Palestinians throughout Gaza”.

The measures outline that the required aid includes food, water, electricity, fuel, shelter, clothing, hygiene and sanitation requirements, as well as medical supplies and medical care.

A temporary suspension has turned into a permanent dismissal for Israeli government spokesman and professional hasbara expert Eylon Levy, according to a report by news outlet N12. Levy has been on a monthly contract, which the government has decided not to renew at the end of the month, the National Information Office has confirmed.

Nach dem Ende des Ersten Weltkriegs und dem Zerfall der Habsburgermonarchie erwarteten große Teile der Bevölkerung sowohl im Deutschen Reich als auch in der ebenfalls neu gegründeten Republik Österreich die Vereinigung dieser beiden Staaten. Da die alliierten Siegermächte dadurch eine Stärkung Deutschlands und Österreichs erwarteten, untersagten sie den Zusammenschluss in den Verträgen von Versailles und Saint Germain. Die Fraktion der Befürworter blieb in der Zwischenkriegszeit in beiden Staaten stark. Nach der Machtübernahme der Nationalsozialistischen Deutschen Arbeiterpartei (NSDAP) im Deutschen Reich am 30. Januar 1933 strebte auch ihre terroristisch agierende österreichische Schwesterpartei eine ähnliche "Machtergreifung" an, wurde im Juni 1933 aber verboten.

Am 25. Juli 1934 unternahmen die österreichischen Nationalsozialisten einen Putschversuch, dem der Bundeskanzler Engelbert Dollfuß zum Opfer fiel. Adolf Hitler entzog den Putschisten seine Unterstützung erst, als Benito Mussolini am Brenner italienische Truppen aufmarschieren ließ, um die österreichische Unabhängigkeit zu sichern. Nachdem Italien sich durch seine Expansionspolitik jedoch ins internationale Abseits gebracht hatte, erklärte Mussolini dem deutschen Botschafter in Rom, Ulrich von Hassell, im Januar 1936, er habe nichts mehr dagegen einzuwenden, dass Österreich ein deutscher Satellitenstaat werde. Als Konsequenz der deutsch-italienischen Annäherung sah das auf seine staatliche Unabhängigkeit bedachte Österreich sich gezwungen, sich in Innen- und Außenpolitik stärker am Deutschen Reich zu orientieren.

An Israeli air raid flattened a building housing residential apartments and the offices of news organisations, including Al Jazeera and AP, in Gaza.

But with just one elevator working in al-Jalaa tower, an 11-storey building in Gaza City housing some 60 residential apartments and a number of offices, including those of Al Jazeera Media Network and The Associated Press, al-Sayed made a dash for the stairs.

"We left the elevator for the elderly and for the children to evacuate," the Palestinian freelance journalist said. "And we were all running down the stairs and whoever could help children took them down," she added. "I myself helped two children of the residents there and I took them downstairs - everyone was just running quickly."

Moments earlier, the Israeli army, which has been bombarding Gaza for six straight days, had given a telephone warning that residents had just an hour to evacuate the building before its fighter jets attacked it.

Al Jazeera's Safwat al-Kahlout also had to move quickly. He and his colleagues "started to collect as much as they could, from the personal and equipment of the office - especially the cameras", al-Kahlout said.

But more time was needed.

When the US allowed a ceasefire resolution to pass at the UN, the warning was clear - and concern is rising elsewhere

When Gilad Erdan, the Israeli envoy to the UN, sat before the security council to rail against the ceasefire resolution it had just passed, he cut a lonelier figure than ever in the cavernous chamber. The US, Israel's constant shield at the UN until this point, had declined to use its veto, allowing the council's demand for an immediate truce - even though it contained, as Erdan furiously pointed out, no condemnation of the Hamas massacre of Israelis that had begun the war.

That had been a red line for the US until Monday, as had making a ceasefire conditional on a release of hostages. But after nearly six months of constant bombing, with more than 32,000 dead in Gaza and a famine imminent, those red lines were allowed to fade, and the American ambassador, Linda Thomas-Greenfield, kept her hand still when the chair called for votes against the resolution.

The message was clear: time was up on the Israeli offensive, and the Biden administration was no longer prepared to let the US's credibility on the world stage bleed away by defending an Israeli government which paid little, if any, heed to its appeals to stop the bombing of civilian areas and open the gates to substantial food deliveries.

"This must be a turning point," the Palestinian envoy, Riyad Mansour, told the security council, mourning those who had died in the time it had taken its members to overcome their differences.

For the next few days, there were other signs that the west was changing its position, at least in terms of its rhetoric. On Tuesday, Germany's foreign minister, Annalena Baerbock, announced that Berlin would be dispatching a delegation to remind Israel pointedly of its obligations under Geneva conventions, and warned the country not to proceed with a planned offensive on the city of Rafah, in the very south of Gaza. It was a notable change in tone from a country that has been Israel's second biggest supporter and arms supplier.

I appeal once again that access to humanitarian aid be ensured to Gaza , and call once more for the prompt release of the hostages seized on 7 October last and for an immediate cease-fire in the Strip.

Let us not allow the current hostilities to continue to have grave repercussions on the civil population, by now at the limit of its endurance, and above all on the children. How much suffering we see in the eyes of the children: the children in those lands at war have forgotten how to smile!

With those eyes, they ask us: Why? Why all this death? Why all this destruction?  

War is always an absurdity, war is always a defeat!

Let us not allow the strengthening winds of war to blow on Europe and the Mediterranean. Let us not yield to the [il]logic of weapons and rearming.

Peace is never made with arms, but with outstretched hands and open hearts.

Israel Bombs Consular Building Iran in Damascus

Iranian ambassador to Syria says response will be 'harsh'

Tehran's ambassador to Damascus has said that the Iranian response to the strike will be "harsh". 

He further claimed that between five and seven people had been killed.
The Iranian Arabic-language state television Al-Alam and pan-Arab television station Al-Mayadeen, said the strike killed Iranian military adviser General Ali Reza Zahdi.

General Zahdi previously led the elite Quds Force in Lebanon and Syria until 2016.

Syrian foreign minister Faisal Mekdad told the media after meeting Iran's ambassador, Hossein Akbari, that "several" people were killed, without offering further information.

Iranian state television said the Iranian ambassador's residence was in the consular building, which stood next to the embassy.

The killing of the U.S. ambassador to Libya and three other Americans, in one of the most brazen attacks on a U.S. diplomatic compound in a generation, sparked a security crisis in the North African country, elevated tensions across the Middle East and raised concerns about how well the U.S. can protect its diplomats abroad.

The U.S. responded to the assault by dispatching two Navy destroyers, dozens of Marines, federal investigators and intelligence assets to Libya to protect Americans and help hunt the suspected religious extremists who carried out the attack late Tuesday. U.S. officials described the attack that killed Ambassador Christopher Stevens as complex and possibly premeditated.

The assault in the Libyan city of Benghazi, along with a protest at the American embassy in Cairo, fueled a harsh exchange between President Barack Obama and Republican Mitt Romney.

Mr. Obama said the U.S. will work with Libya to bring the attackers to justice. He and other officials didn't rule out a U.S. strike. "Make no mistake, justice will be done,'' the president said.
