Mr. President,

Distinguished Members of the Court,

I left my G20 meeting in Rio de Janeiro to stand before you today on behalf of the Government of the Republic of Indonesia to express the solidarity of the Indonesian People on a matter of supreme and grave importance.

A matter that strikes at our fragile humanity.

I stand before you today to defend justice against the blatant violations of international law that has been committed by Israel.

We have all witnessed the ongoing humanitarian catastrophe in Gaza and the following escalation throughout the region which have emboldened a global call to address the root cause, the illegal Israeli occupation on Palestine.

Israel's unlawful occupation and its atrocities must stop and neither should it be normalized nor recognized.

Mr. President,

Members of the Court,

It is clear that Israel has zero intention to respect let alone abide by its international legal obligations.

Prime Minister Benjamin Netanyahu even said and I quote: "nobody will stop us - not The Hague... not anybody else", unquote.

This is also evident in Israel's actions in Gaza as it is continuing its indiscriminate campaign of annihilation against civilians in Gaza.

Apparently, the death of almost 30,000 lives is not enough for Israel as it is close to launching another strike on Rafah, once the only gateway for life-saving humanitarian assistance to Gaza.

No state should be granted a free rein to do anything they want against a weaker state. This is why we have international law. This is why we need to uphold it. The role of ICJ is central to safeguarding what the so-called "rules-based international order".

There is a big hope from the international community. I repeat, a big hope that ICJ delivers a favorable advisory opinion to the interest of justice and humanity.

Aid organizations are left frustrated after a 'very difficult' conversation with outgoing Prime Minister Mark Rutte and Minister Liesje Schreinemacher (Development Cooperation) [knowledge about food and aid shipments, not about military operations and a ceasefire] about the situation in Gaza. According to him, the dialogue loses 'credibility'. As long as the government does not 'choose a fundamentally different position', he no longer sees the point in it.

Pim Kraan of Save the Children wonders 'how much evidence is needed to say that the offensive in Rafah has started'. Israel is fighting with tanks in the city where more than a million Palestinians have sought refuge since the war began on October 7 after the radical Hamas attack on Israel. Nearly half a million people have fled the city in recent days.

His own employees have never experienced anything like this, Kraan says about the devastation in Gaza. "It is completely destroyed. All numbers, all records are broken here. (...) The scale of this disaster is not yet fully clear to Dutch people. It's like a Turkish-Syrian earthquake twentyfold."

Prime Minister Rutte later responded to the consultation with the aid organizations with a tweet. 'I have expressed my great appreciation for the indispensable work that these organizations do under difficult circumstances. The Netherlands calls on Israel to allow significantly more humanitarian aid in Gaza.' The House of Representatives will debate the situation in Gaza on Thursday.

Large parts of Rafah have turned into a ghost town, a spokesperson for the Palestinian refugee organization UNRWA writes on X. "It is hard to believe that a week ago 1 million people were taking shelter here." According to the spokesperson, the families that are still there have moved as far as possible to the western part of the city.

Since Israel called for the evacuation of parts of Rafah early last week, nearly 450,000 people have left the city.

So the United States is and remains the one indispensable nation.  That has been true for the century passed and it will be true for the century to come. But the world is changing with accelerating speed.  This presents opportunity, but also new dangers.
Here's my bottom line:  America must always lead on the world stage.  If we don't, no one else will.  The military that you have joined is and always will be the backbone of that leadership.  But U.S. military action cannot be the only—or even primary—component of our leadership in every instance. Just because we have the best hammer does not mean that every problem is a nail.  And because the costs associated with military action are so high, you should expect every civilian leader—and especially your Commander-in-Chief—to be clear about how that awesome power should be used.
