Dark storm clouds threatened to upend Serhiy and Tania's beach wedding. But as the couple walked down the long white staircase to greet their guests, the empty chairs signalled there was a bigger problem. In total, half of their guests were missing.

Their family and friends sent their apologies but explained that the risk of attending had been too great. What if they had been caught by one of the conscription squads, which now roam Ukraine's streets?

With many of its soldiers dead, injured or exhausted, the Ukrainian government has stepped up its efforts to mobilise more men.

A new law, introduced in May, requires every man aged between 25 and 60 to log their details on an electronic database so they can be called up.

Conscription officers are on the hunt for those avoiding the register, pushing more men who do not want to serve into hiding.

The mobilisation squads have a fearsome reputation, especially in Odesa, for pulling people off buses and from train stations and ferrying them straight to enlistment centres.

For those avoiding the draft, public transport is now off limits. So too are restaurants, supermarkets, and weekend trips to the park to play football.
"I feel like I am in a prison," Maksym said.

On a Tuesday morning, a dozen conscription officers descended on Odesa's main train station, led by a seasoned veteran sailor, Anatoliy, and his younger, more muscular counterpart Oleksiy. They paced the forecourt, stopping men of serving age, to check they were registered on the database.

But the well-mannered pair had a tough time finding eligible men. Most were either too young or had received some sort of exemption. After a couple of hours Anatoliy conceded that it was highly possible men were hiding from them.

"Some people run away from us. This happens quite often," he said. "Others react quite aggressively. I don't think these people have been brought up well."

One of the officers at the centre, Vlad, conceded that there were barely any willing volunteers these days. Under the call sign Hora, Vlad fought in some of the fiercest battles along the eastern front line in the Donbas before being struck in the head, chest, and legs by artillery shrapnel.

He was unable to mask his contempt for those who are hiding. "How can I say this without swearing?" he asked out loud.

"I don't consider them men. What are they waiting for? If we run out of men, the enemy will come to their homes, rape their women, and kill their children." Vlad has seen the awful evidence first-hand.

NATO Secretary General Jens Stoltenberg [year 2021] said the alliance is prepared for worst and best case scenarios as tensions between Russia and Ukraine continue to be high. STOLTENBERG: Over the past two years, European Allies have signed contracts with American companies worth 150—sorry, $140 billion U.S. Since 2014, NATO has undergone the most significant transformation in our collective defense in a generation.  We are putting in place the most comprehensive defense plans since the Cold War.  We have 500,000 troops at high readiness, and we are double the number of battle groups in eastern part of the Alliance.  And with Sweden and Finland as members, we are stronger than ever.

Russia's war in Ukraine is a brutal assault on a peaceful democratic nation.  This war is propped up by China, North Korea, and Iran.  They want to see the United States fail.  They want to see NATO fail.  If they succeed in Ukraine, it will make us more vulnerable and the world more dangerous.  So our support to Ukraine is not charity; it is in our own security interest.  We all want this war to end, but the Russian occupation of Ukraine offers no peace, and capitulation to Putin offers no security.  The stronger our support, the sooner the war will end, which is why I welcome the 10-year bilateral security agreement between the United States and Ukraine.

Europe is also doing its part, matching U.S. efforts in Ukraine, and at the NATO Summit this July here in Washington, I expect European Allies and Canada to come forward with more financial and military support, and that leaders will agree that NATO takes the lead in coordinating the security assistance and training for Ukraine. All of this will reduce the burden on the United States.

The officers said the shoulder-fired anti-tank missiles supplied by the U.K. and U.S. in the first weeks of the invasion came in time, helping them save Kyiv -- and so, too, did the HIMARS, the light multiple-launch rocket systems, which were used to great effect, enabling them to push Russia out of Kherson in November 2022. 

"But often, we just don't get the weapons systems at the time we need them -- they come when they're no longer relevant," another senior officer said, citing the F-16 fighter jets as an example. A dozen or so F-16s are expected to be operational this summer, after basic pilot training has been completed. "Every weapon has its own right time. F-16s were needed in 2023; they won't be right for 2024," he said.

And that's because, according to this officer, Russia is ready to counter them: "In the last few months, we started to notice missiles being fired by the Russians from Dzhankoy in northern Crimea, but without the explosive warheads. We couldn't understand what they were doing, and then we figured it out: They're range-finding," he said. The officer explained that Russia's been calculating where best to deploy its S-400 missile and radar systems in order to maximize the area they can cover to target the F-16s, keeping them away from the front lines and Russia's logistical hubs.

Head of Directorate of International Law signs agreement on legal status of NATO liaison office in Geneva

NATO is opening a multilateral liaison office in Geneva to engage with the international and non-governmental organisations based there. In Bern today, the director general of the Directorate of International Law at the Federal Department of Foreign Affairs (FDFA), Franz Perrez, and John Swords, the legal adviser and director of the NATO Office of Legal Affairs, signed an agreement governing the office's legal status.

"After New York and Vienna, NATO is now seeking to strengthen its ties with international organizations in Geneva too. To this end, it announced in summer 2023 its intention to open a liaison office in Geneva," it said. "Switzerland is facilitating this office's establishment in its capacity as a host state. <...>

The agreement governs matters including the legal status of the liaison office, as well as privileges and immunities. It was concluded on the basis of Switzerland's Host State Act."
