UN Idled, as Israel Expels 258K Palestinian Civilians in Gaza, including Aid workers, imperiling Polio Vaccination Drive

The Israelis are not only expelling thousands of innocent civilians from the town of Deir al-Balah in the center of the Gaza Strip, they gave only a few hours notice that some 200 UN personnel had to abruptly depart their offices and dwellings there. UN head of safety and security, Gilles Michaud, told Al Jazeera, "the timing could hardly be worse," given that the UN is ramping up an enormous polio vaccination campaign, which will require a large number of new UN personnel to get on the ground in Gaza.

The Israeli expulsions were so disheartening that on Monday, an anonymous senior UN official told Reuters, "We're unable to deliver today with the conditions that we're in. As of this morning, we're not operating in Gaza."

To prevent the issuing of arrest warrants against Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, Israel, along with several Western countries, has stepped up efforts to paralyze the Court.

The diplomatic reprisals against Norway, announced by Israel on August 8, are the latest in a series of moves to prevent the International Criminal Court (ICC) from issuing arrest warrants against Israeli Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant. On the same day, Israel's foreign minister, Israel Katz, justified the decision to revoke the diplomatic status of Norwegian staff working with the Palestinian Authority by criticizing Norway for recognizing Palestine at the end of May, and for joining the "baseless case against [Israel] before the ICC." On May 20, the Court's prosecutor, Karim Khan, had requested arrest warrants for Netanyahu and Gallant.

EU High Representative Josep Borrell condemned the decision to expel the Norwegian diplomats and several Israeli civil society organisations  published a statement in the Israeli newspaper Haaretz"[calling] on the government of Israel to reverse its draconian decision...which threatens the Norwegian diplomatic mission to the Palestinians".

Since Israel launched a war on Gaza in October 2023, 11 countries - including Norway - have recognised a Palestinian state.

Impacting Norway's diplomacy

According to Norwegian FM Eide, Israel's decision has direct and immediate consequences for Norway's work in Palestine - firstly affecting local staff as well as diplomats and their families.

Secondly, the diplomats' expulsion impacts Norway's role in peace efforts. Oslo has long played an important part in mediating between Palestine and Israel - most notably with the 1993 Oslo Accords, which sought to establish peace between the two.

"Norway now has more credibility towards the Arabs and other countries," Khateeb said. "But to speak to Israel or somehow be any mediator with the Israelis, this role is now definitely dead."

Statement from Taoiseach Simon Harris on the deteriorating humanitarian conditions in Gaza

"Ireland is deeply disturbed by the widespread disruption to aid operations in Gaza due to ongoing Israeli military evacuation orders.

Every minute of every hour counts in saving lives in Gaza and the fact the UN had to suspend all operations around its central hub of Deir al-Balah yesterday is inexcusable and indefensible.

The humanitarian crisis in Gaza is no longer only about those killed by missiles. Polio has been detected and the United Nations last night confirmed that 50,000 children born shortly before the war, or since, have not been immunised because of the collapse of the health system.

We now have a widespread catastrophic risk of polio and other horrific diseases because of ongoing cancellation of humanitarian aid. The UN has rushed more than 600,000 polio vaccines to Gaza and the fact that this life-saving chain would be disrupted with evacuation orders should not be contemplated.

Hunger continues to haunt the 1.1 million people who have survived shelling and fled time and time again. The World Food Program has confirmed it is reducing the content of its food parcels because only half of its 24,000 metric tons of food aid has made it into Gaza.

Refusals of food and slow authorisation of passage, meaning fresh food perishes, is unconscionable and shameful.

World Food Programme (WFP) halts Gaza staff movements after IDF notice | BBC News |

On Tuesday evening, Under-Secretary-General for Safety and Security Gilles Michaud said the IDF had given more than 200 UN personnel a few hours' notice on Sunday to move out of their offices and living places in a southern area of Deir al-Balah.

The UN's humanitarian office said the order affected 15 UN and NGO premises, as well as four UN warehouses, a water desalination plant and al-Aqsa hospital, the town's main medical facility.

"The timing could hardly be worse, with the start of a massive polio vaccination campaign scheduled for next week, for which large numbers of staff will need to enter the strip," Mr Michaud said.
