Hegemony and inequality: Trump and the liberal playbook

A pivotal question raised in the 1980s debate over the durability of the United States-led world order still haunts us today. Does the postwar liberal international order, which the US was central in shaping, serve US interests?

President Trump's answer is a resounding no, promising an ambitious redistributive programme to rebalance global wealth and power. Similar to political platforms in other advanced countries, Trump argues for a fundamental revision of the order, proposing a renewal of international principles to foster a global system tailored to US interests. The major theatres where this battle is being fought are the politics of security, trade and money.

From 1933 to 1945, Nazi Germany's government led by Adolf Hitler promoted a nationalism that combined territorial expansion with claims of biological superiority--an "Aryan master race"--and virulent antisemitism. Driven by a racist ideology legitimized by German scientists, the Nazis attempted to eliminate all of Europe's inferior peoples.

In our October 1997 issue, the famously contrarian humorist spells it out in black and white.

Do you think the proper way to talk about race now is to talk about multiculturalism?

I came from a town where there were two races, black and white. There were a few Chinese people, and this may sound shocking, but I had no idea they were a different race. I thought they were a different nationality, like Italian or French. Now you have people coming here from Cambodia, from Egypt, from Colombia, from places you never thought would be sending us their huddled masses. I mean, surely 20 years ago no one could have imagined a more unlikely pair of words than "Korean deli." And all these people think of themselves as being members of different races. Ethnic groups have taken on the same weight as racial groups, with the same demands, the same notion of themselves.

I had a very strong association, an exclusive association, of racism with southerners. To me as a child, it was a southern thing. I think it probably also had to do with the way they taught the Civil War to us in my northern grammar school. In real life, the first time I can remember thinking about it was when a neighbor called my mother to say, "Did you know that Fran is in the front yard playing with a little colored boy?" I was really young, about five or six. My mother got into a fight with the neighbor.

That was the essence of it to you?

Without question. To me as a child, all villains were to be compared to Communists. It was the height of the Cold War. It was a very Republican town. We were steeped in anti-Communist lore and so the worst people I could think of were Communists. They were the people I was scared of. Next were southerners--not as bad as Communists, because I couldn't imagine anything as bad as Communists, except, of course, Nazis, who, although definitely scarier than Communists, were, I felt, more my grandparents' department. My grandparents were in charge of Nazis. I was in charge of Communists.

Nazis were the worst, then Communists, then southerners. Although I had every belief that the Russians were plotting night and day to bomb Thomas Jefferson School in Morris-town, New Jersey--every conviction that I was absolutely in the sights of the Russians--I had no notion that southerners or racism could be in my life. In other words, I had more expectation of having contact with Russian Communists, who were on the wrong side of the Cold War, than I did with southern racists, who were on the wrong side of the Civil War.

Mayor of London, Boris Johnson appeared on the Andrew Marr Show expecting the usual safe PR interview and received the complete opposite from Marr's stand-in host, Eddie Mair.

From Eugenics to Scientific Racism

In 2013, during his time as Mayor of London, Boris Johnson gave a lecture to city bankers in which he said:

    Whatever you may think of the value of IQ tests, it is surely relevant to a conversation about equality that as many as 16 percent of our species have an IQ below 85 while about 2 percent have an IQ above 130...the harder you shake the pack the easier it will be for some cornflakes to get to the top. And for one reason or another--boardroom greed or, as I am assured, the natural and God-given talent of boardroom inhabitants--the income gap between the top cornflakes and the bottom cornflakes is getting wider than ever.

On becoming prime minister, Johnson recruited an adviser with views at least as reactionary as his own. Also in 2013, the then education adviser Dominic Cummings argued in a government report that, due to genetic factors, "real talent is rare and mediocrity is ubiquitous".

These textbook examples of eugenic opinion were at the time largely ignored by the media, but similar views have been promoted more recently.

Racism fueled Nazi ideology and policies. The Nazis viewed the world as being divided up into competing inferior and superior races, each struggling for survival and dominance. They believed the Jews were not a religious denomination, but a dangerous non-European "race." Nazi racism would produce murder on an unprecedented scale.

Nazism was "applied biology," stated Hitler deputy Rudolf Hess. During the Third Reich [today Washington speaks of the NWO], a politically extreme, antisemitic variation of eugenics determined the course of state policy. Hitler's regime touted the "Nordic race" as its eugenic ideal and attempted to mold Germany into a cohesive national community that excluded anyone deemed hereditarily "less valuable" or "racially foreign."

Public health measures to control reproduction and marriage aimed at strengthening the "national body" by eliminating biologically threatening genes from the population.

Women in the Third Reich

German women played a vital role in the Nazi movement, one which far exceeded the Nazi Party's propaganda that a woman's place was strictly in the home as mothers and child-bearers. Of the estimated forty million German women in the Reich, some thirteen million were active in Nazi Party organizations that furthered the regime's goals of racial purity, imperial conquest, and global war.
