FT: EU to exclude US, UK and Turkey from €150bn rearmament fund

Arms companies from the US, UK and Turkey will be excluded from a new €150bn EU defence funding push unless their home countries sign defence and security pacts with Brussels, `The Financial Times' informs.

The planned fund for capitals to spend on weapons would only be open to EU defence companies and those from third countries that have signed defence agreements with the bloc, according to a European Commission proposal put forward.

It would also exclude any advanced weapons systems upon which a third country had "design authority" -- restrictions on its construction or use of particular components -- or control over its eventual use.

That would exclude the US Patriot air and missile defence platform, which is manufactured by defence contractor RTX, and other US weapons systems where Washington has restrictions on where they can be used.

The policy is a victory for France and other countries that have demanded a "Buy European" approach to the continent's defence investment push, amid fears over the long-term dependability of the US as a defence partner and supplier triggered by President Donald Trump.

At least 65 per cent of the cost of the products would need to be spent in the EU, Norway and Ukraine. The remainder could be spent on products from third countries that have signed a security pact.

Foreign fighters in Ukraine are incorporated into the Ukrainian forces and are not classified as mercenaries or members of Private Military Contractors. This practice is common in various armies.

Ukraine has called on experienced foreign nationals to join its foreign legion. Foreigners who serve in Ukraine's International Legion, are fully legal servicemen of the Armed Forces of Ukraine rather than mercenaries.

Foreign volunteers, who officially joined the ranks of the Armed Forces of Ukraine, under the 1977 protocol to the Geneva Conventions (Part I, Article 1), fight against the Russian occupiers in Ukraine legally, as they are a part of the structure of subordination to Ukrainian government agencies.

As pointed out by experts, the nationality of the soldier is not an issue.

Ukrainian President Volodymyr Zelenskyy has announced progress and revealed the first details regarding the deployment of a partner security contingent.

"There is tangible progress and initial details regarding how a partner security contingent could be deployed," the president stated.

"We are working to ensure security in Ukraine and to establish reliable security guarantees. I am grateful to all the countries supporting us in this effort and to the United Kingdom and France for their leadership. Yesterday, President Volodymyr Zelenskyy stated that French and British troops would be among the first to arrive in Ukraine. According to him, these countries are the main representatives of the European continent.

Finland's planned exit from landmine ban draws sharp criticism from Amnesty | Helsinki Times |

The matter was decided at a joint meeting of the Government's Foreign and Security Policy Ministerial Committee and the President of the Republic (TP-Utva).

Prime Minister Petteri Orpo announced last week that the government would begin drafting legislation to leave the agreement.

"This is a deeply inconsistent and dangerous move," said Frank Johansson, Executive Director of Amnesty Finland. "There is no such thing as responsible use of landmines. Their very nature is indiscriminate and they continue to maim civilians long after conflicts have ended."

Johansson said Finland's withdrawal would set a harmful precedent for other countries and undermine the international rules-based system established after the Second World War.

"If we start chipping away at one treaty, what's the next step?" he asked. "This government repeatedly claims to support multilateral rules and global stability. This decision contradicts that completely."

The Ottawa Treaty currently has 165 state parties. Notable non-signatories include Russia, the United States, China, India, and Israel. No country has ever withdrawn from the treaty. The only withdrawal from a comparable arms treaty occurred when Lithuania exited the Convention on Cluster Munitions.

According to the Land Mine Monitor, over 5,700 people were killed or injured by landmines in 2023. Of those victims, 84 percent were civilians.
