A coalition of countries has announced at a meeting in the Colombian capital of Bogota that they will pursue accountability for Israeli abuses in Gaza, including by preventing the transfer of weapons to Israel.

The two-day meeting concluded on Wednesday with two dozen countries agreeing to six measures to "restrain Israel's assault on the Occupied Palestinian Territories".

They include Bolivia, Colombia, Cuba, Indonesia, Iraq, Libya, Malaysia, Namibia, Nicaragua, Oman, Saint Vincent and the Grenadines and South Africa.

"We believe in protagonism, not supplication," said Varsha Gandikota-Nellutla, the executive secretary of The Hague Group, which organised the summit.

"Today marks an end to the era of the impunity and the beginning of collective state action by governments of conscience."

Founded in January, the Hague Group seeks to bring together countries from the "Global South" -- a loosely defined region of developing economies -- to pressure Israel to end its war on Gaza and the occupation of the Palestinian territories.

Among the steps announced by the group are the denial of arms to Israel, a ban on ships transporting such arms and a review of public contracts for possible links to companies that benefit from the Israeli occupation.

The six measures also included support for "universal jurisdiction mandates", which would allow states or international bodies to prosecute serious international crimes, regardless of where they took place.

The so-called Hague Group, mostly made up of nations from the global south, outlined practical steps to force an end to the killing.

It's difficult to list all the grotesque performances in Prime Minister Benjamin Netanyahu's speech at the UN General Assembly, but there was one particularly chilling historical moment that can no longer be avoided.

34 UN states are participating in a session of The Hague Group, which will propose dramatic new measures against Israel in the midst of Gaza genocide.  The organization conveners, South Africa and Colombia, released this statement. The NGO is a "global bloc of states committed to coordinated legal and diplomatic measures in defense of international law and solidarity with...Palestine."  Though eight states were the founding members, this session has drawn many others due to their indignation against Israel's crimes.

These are sanctions the group is proposing:

  • Prevent military and dual-use exports to Israel
  • Refuse Israeli weapons shipments at ports
  • Prevent vessels carrying weapons to Israel under their national flags
  • Review all public contracts to prevent public institutions and funds from supporting Israel's illegal occupation
  • Pursue justice for international crimes and support universal jurisdiction to hold perpetrators accountable
  • Halt military procurement from Israel
  • Divest public institutions from complicit companies
  • Institute an energy embargo

These are the first such comprehensive policies by any nation.  Though others have made statements declaring their opposition, summoned their ambassadors, or restricted shipments of offensive weapons-none have acted aggressively with concrete acts which affect Israel militarily and economically.

The states participating in this effort:
* Algeria, Antigua and Barbuda, Bolivia, Brazil, Chile, Comoros, Cuba, Djibouti, Guyana, Honduras, Iceland, Indonesia, Iraq, Ireland, Jordan, Kuwait, Malaysia, Maldives, Mexico, Namibia, Nicaragua, Norway, Oman, Palestine, Qatar, Saint Vincent and the Grenadines, Saudi Arabia, Slovenia, Spain, Turkey, Uruguay and Venezuela.

Uniting for Peace in Gaza: A Test for the General Assembly | OpinioJuris |

In this contribution, I argue that each of the six proposals by the UN experts is compatible with the UN Charter (see Articles 10-14) and the practice of the General Assembly. As the International Court of Justice has ruled in the Certain Expenses --financing of ENEF and ONUC 20 July 1962-- (p 163) the Security Council has the primary but not exclusive responsibility to maintain international peace and security. Over time, the Assembly has adopted numerous resolutions that have helped clarify its powers and responsibility on issues of peace, decolonization, and the fight against apartheid, among others. Its actions have been significant especially when the Security Council has failed to discharge its tasks under the Charter.

The paralysis of the Security Council during the Korean War led to the adoption of General Assembly Resolution 377(V) in November 1950, known as Uniting for Peace. The resolution declared that if the Council failed to discharge its responsibility because of a lack of unanimity among its permanent members, the Assembly could convene an "emergency special session" and recommend collective measures, including "the use of armed force when necessary". Since then, emergency special sessions under Uniting for Peace have been convened a dozen times, most recently in 2022 regarding the war in Ukraine.

Netanyahu's UN 'Pop Quiz' Casts Israel's Enemies As The World's Enemies

The optics were as dramatic as the content. By the time Netanyahu unfurled his quiz card, dozens of diplomats had already staged a walkout, leaving wide gaps across the General Assembly floor. Outside, protesters filled Times Square, condemning Israel's bombing campaign in Gaza, which has left more than 65,000 Palestinians dead?

Propaganda or Warning?

Netanyahu's quiz was more than a gimmick. It was a strategic attempt to boil a complicated war down to simple categories: friends and enemies, civilization and terror. By invoking chants of "Death to America" and American casualties, he was speaking as much to U.S. audiences as to UN delegates.

Critics, however, called it manipulative. Opposition leader Yair Lapid blasted the speech as "weary and whining," while former IDF general Yair Golan called the loudspeaker stunt of broadcasting Netanyahu's words into Gaza "childish, invalid, and insane."
